We can see that definite rules of national conduct should be agisted upon; that ? court of competent Jurisdiction sl/illd be established to judge of national conformity to those rules, and that new sanctions should be prodded to compel respect for tbe Judgments rendered. The eleven big palaces and festi val halls hare been completed for some weekrf and the exhibits are being installed by day and night shifts of workers On perhaps a half dozen concessions there Is still same work to be done, but this wtfl be accomplished by opening day or soon afterward. Finishing touches are being put to seven state pavilions, including that of New York, and theee will be ready on time.
