Deils of the new reporting system t up by the Office of Defense ansportation to assist truck i d bus operators with their tire ocurement problems were dis>sed Tuesday by George T. usselman, ODT District Man- j ;er in Wilmington. Under the new system, Mr.: usselman, said, truck and bus erators who are eligible for es but are unable to obtain tire rtificates from local rationing ard because of exhausted quotas other reasons, will immediatereport the fact to the ODT. The ODT will then be able to termine the number and type es needed in specific localities keep essential trucks and busin operation. At the same time OPA tightened its regulations specifically in regard to special rations for moving by providing that no ration for t his purpose shall be issued until all outstanding supplemental rations ("B'' or "C" books) are, first surrendered. When this sup-, plemcntal ration is given up, a j local board may include in the, special ration an allowance for occupational driving ror the peiiod between the date of issuance and the actual change of residence. The OPA said that when a per-: ;<on moves there is a sufficient' change of circumstances so that j the old supplemental ration, ori ginally issued for a specific amount of occupational driving, is j iiai'Qlirl (ind ? riPW OP.P llflS tO bC ! issued. Today's action insures the j surrender of the old supplemental! ration since it now must 'be given | up before any special ration can; be issued for moving to a new home. The new provisions requiring that a tire inspection record must be presented to a local board by j motorists applying for a special ration will enable OPA to eliminate a number of improper prac-! tices which have arisen. For example, a car owner might apply for a special ration for changing his residence, drive from one area to another, and then apply all over again. Under the old provision there was no easy way for a board located in California, for example.! to know that a special ration for moving had been issued to a motorist by a board in New York. Now mac all specia' rations will be noted on the tire Inspection records each board will be able to tell at a glance whether a person has previously been is- j sued a special ration and for what j purpose and can refuse to issue another except for bona fide purposes.
