ARTICLE ON ment of the community facilities.” This gives the justification for planning in a very few words. Under “History and Growth of Community” the background for the growth of the town is given and suggestion are made for factors leading to additional growth. A population curve shows the growth by decades as follows: 1920—1,650; 1932—2,250; 1950— 3,100; 1950—estimated 3,800. On one tracing of the base map is shown the boundaries of the var ious real estate subdivisions with the book and page number and date of filing in the County Reg ister of Deeds office. The titles of the other chapters are self explanatory. Under the heading “Summary” the following projects were re commended : 1st year—Sewerage Improve ment and City Hall. , 2|*d year—Water System Im provements. 3rd year—Street Improvements, Sidewalks, Curb and Gutter. 4th year—Park and Playground Facilities. 5th year—Farmer’s Waiting Rooms, Produce Exchange, etc. 6th year—Additional Water1 and Sewer Facilities. This program has been sub stantially followed as shown, but due to increasing prices, some of—these projects (the storm sewers, the City Hall and some of the street work) have had to be deferred. The water and sewer projects involving a bond issue of $350,000 have been completed. Some of the street work has been done by assessment to abutting property owners. A part of the storm sewer work has been done from current funds, but the bal ance of this work is badly need ed and will probably be under taken soon. The town has also purchased the site for a new City Hall. After the plan was approved, the town applied to the Bureau of Community Facilities for an advance with which to prepare de tailed plans and spepilications for the first projects. Where these funds are available, projects can be planned in detail before an election is held on the bond issue. Few small towns have adequate funds in their current budget to finance complete plans and speci fications. Since many changes from the original report always develop in the preparation of these detailed plans and specifi cation, it is a distinct advantage to have them prepared before the bond election. Also from the standpoint of financing, it is • a great convenience to have this money included in the bond issue. Under North Carolina law it is STAR OF STAGE, SCREEN AND TELEVISION "AS AN ACTOR, I RELY ON MY VOICE. I SMOKE CAMELS.THE 30-DAY MILDNESS TEST PROVED THEY AGREE WITH , MY THROAT!* , CAMELS ARE SO MILD that in a coast-to-coast test of hundreds of men and women who smoked Camels — and only Camels —for 30 days, noted throat specialists, making weekly examinations, reported Not one single case of throat irritation due to smoking CAMELS as difficult to borrow money for planning as it is for the bond issue itself. When a federal ad vance for planning is obtained, all that is necessary is to send a check for the- amount advanced after the bonds are sold: no other preliminary financing is neces sary. The water project, now com pleted, consisted mostly of new water mains for reinforcing the grid systems; for providing fire ; protection where none was avail able; and for furnishing domestic service to every residence within the town limits. The former sewerage system i consisted of 52,000 feet of sewer j line leading to several septic tanks, ail overloaded, which dis charged into ditches at various Jpotnts about the perimeter of the town. Due to the flat topography, many houses were too low to get into those lines. When the pro ject was completed, the system comprised 103,000 feet of sewer— about twice the original amount. The new project consisted of two large collecting lines de signated as the East and West Outfall Dines which intercepted the flow to those septic tanks and, running in the lowest areas, provided an outlet for sewers built to serve all future develop ments. Sewage from these outfalls is treated in a new sewage treat ment plar-t built in Soul’s Swamp, south of the town. This swamp is only a few feet lower than part of the built-up parts of the town. Hence, a pumping station was built as a part of the plant which pumps the sewage from S hallo He THEATRE SHALLOTTE, N. C. First show begins each evening at 8:00 o’clock. First Show Satur day at 4:30. Preceding the wetwall the sew age pases through a Tritor screen which removes both grit and screenings at one operation. Since both of these materials are to be buried as a means of dis posal, there is no advantage to having them removed separately. The two settling tanks are con ventional rectangular primary tanks each with two end hoppers and with Link-Belt collector me chanism. Provision is made for the addition of a single stage biofilter, secondary settling tanks and an additional drying bed at a later date. This primary settling is folowed by a chlorination and a baffled contact tank is pro vided at the end of these tanks. Sludge is withdrawn by a Marlow Duplex sludge pump with ad justable stroke, and pumped to a 35-foot diameter sludge digestion tank with a floating cover. One four-compartment open sludge drying bed is provided. It is ex pected that a duplicate drying bed will be required before the remainder of the plant reaches its designed capacity. The following units were used as a basis for the design of the plant. Material was hauled in to form a dyke. Well points were also used in the construction of the outfall sewer line in the swamp areas. The fluidity of the soil in this PAGE THREE location is indicated by several, caveins extending from the piper to the surface of the ground, re-» suiting from a small leak in the? joint of the 24-inch outfall line.* This was from a small leak in the joint of the 24-inch outfall line. This was first brought to the attention of the City Man ager, C. D. Pickerrell, by the pre sence of minnows in the treat ment plant. Upon investigations, he found that they had a clear path from- the swamp into the line. The fact that the municipal plan was followed Is the most remarkable fact in connection with it.
