HIS POINT OF GREATEST USEFULNESS
TO HIS CONSTITUENTS?
Service in the Congress of the United States is much like life in
the Army. You go into the Army as a Private, and you have little to
say. You rise to Corporal, and you can say a little more. You move up
to Sergeant and you can have even more to say. You make the rank
of Master Sergeant and you can say a lot. But it takes each one of
these steps, and it takes time.
So it is with a Congressman. He goes to Washington, and as a
freshman member of the House of Representatives he does little talking
and a lot of listening. He receives obscure committee assignments, and
his influence is not great. But as he returns to Congress year after year,
he begins to receive better committee assignments, and his prestige
increases. Here is where the real decisions are made with regard to
important legislation, and here is where seniority pays big dividends.
