Bowles was principal speaker at the spring meeting of the Greater Morehead City Chamber of Com merce. The scene was a clambake at Elmer Willis' clam house at Williston. He was introduced by D. G. Bell, of Morehead City, chairman of the House committee on Conservation and Development. "Enforcement seems to be the key to the immediate problem in the fishing business,” Bowles said, "but the long-range approach de mands that the multitude of regu lations, many of them out-of-tune and antiquated, be examined again." He said that his proposal for an education and publication pro j gram, similar to that operated bv the Wildlife Resources Commislon, intends to develop cooperation, rather than dissension, among people in the industry. "It would be a most difficult project," he said, "but the in dividual fishman, as well as the big operator, must appreciate the stake he has in th's wonderful I resource. Through cooperation and understanding, rather than tug ging and hauling in all directions, I the commercial fishing business in North Carolina can survive and make a dollar.” Enlarging the board of Conser vation and Development means that the Commercial Fisheries di vision will get greater emphasis, Bowles said. While most other C&D committees will have three members, five will be assigned to Commercial Fisheries, “because it deserves this emphasis, this inter est, above all others at this time.” Commercial Fisheries has been a "sort of step-child, has been neglected over the years, for the more glamorous and less contro versial operations of state govern ment,” he said. “This industry has been overlooked, and we’ve got to make up lost ground if it is to survive.” Bowles said he came into Con servation and Development from the business world, and with no preconceived notions on how to solve the problems in commercial fishing. Two representatives of the Patton Seed Co. of Lakeland, Ga., arrived that morning with a truck load of sod from their said, to determine that problems in the industry are complex. This is partly due to the fisher man, independent by nature, he said, who often resent restrictions and regulations. The final step was to set up irrigation equipment so that the field might get a good soaking. Mother nature loaned a hand the next day with a heavy shower, but the sponsors of this expen sive planting project were tak ing no chances. They had the artifical rain ready to fall. The land was prepared care fully for this planting and was heavily fertilized after first being limed. Junior Weeks was in charge of the delivery and plant ing operation, and he said that the field will be ready to cut within 60 to 90 days so that material may be borrowed for planting other fairways. This same grass is used for greens, he said. He delivered about 1150 bushels of the grass, which was enough to plant the six acres, or at about the rate of 200 bushels to the the acre.
