School Funds (Continued From Pace One) acceptable level. “The State of North Carolina has provided current expense funds with few exceptions since the 1930’s to provide a minimum program of education for all public school students. State current expense funds are not used for school plant main tenance and for a few other current expense needs which demand that some local funds be made available in order to provide even a minimum program. In recent years, the federal government has provided current expense monies through the Elementary and Secondary Education Act, Public Law 874, Public Law 815, and occupational education programs. While the state and federal monies assure all local units a minimum educational program, im proved and expanded programs are more often found where thay are sub stantially supported by local resources. In view of the financial data for recent years in Brunswick County, indications are that the local current expense funds have been considerably less than the state average. “Two indications of in> sufficient operating funds are the student fee schedule and the operation of school stores for the purpose of providing local school operating ex penses in several schools of the administrative unit. In many cases, fees work undue hardships on students and parents unable to pay them. Citizen support of adequate tax measures may be damaged by such programs of assessment in that the school might be financially able to offer a course through a fee system; whereas, if die course or program was not being offered, public interest might be aroused to the end that adequate tax measure would be made available. “The erection and main tenance of school buildings is the responsibility of the local administrative unit; however, the state and federal governments, on occasions, have helped on a limited basis in recent years with construction funds. Various methods available for financing the construction of school facilities are tax levies, bond issues, borrowed money, and as mentioned above federal and state grants and-or loans on a limited basis. “This section of the report contains financial in formation of the Brunswick County Public School System.” Bald Head (Continued From Page One) “I’m sure that will be acceptable to the corporation which owns the island,” said W.A. Kopp, chairman of the county commissioners. “We discussed it with E.J. Prevatte, the corporation’s lawyers.” Sailing Ship (Onntlnaed From Page Om) ship is scheduled to depart Friday. Other entertainment has been planned during the remainder of their stay in port, with the ship’s officers being guests at a dinner this (Wednesday) evening at Chez Steak. Recreation including tennis, golf and horseback riding is being arranged to suit the pleasure of the guests. A large crowd was on hand to watch the big sailing ship come up to her berth, and throughout the afternoon and early evening there was a steady parade of traffic as visitors came to the water front for a close-up view of this strange vessel. Those who go aboard come . away with the feeling that they have had a visit to another world of sea travel as there is a strong tendency aboard the Eagle to keep things the way they were back in the days of sailing ships. Terry Sanford (Continued From Page One) E.L. Pettiford said that it as an honor to have as a guest .one of North Carolina’s best known leaders in the Reids of politics, religion and education. In addition to his post at Duke, Sanford is also chairman of the Board of Trustees at Methodist College in Fayetteville. DuPont (OoDtimiad From Pago On) The new DMT facilities are part of the company's overall program to meet the rapidly increasing demand for “Dacron”, the leading polyester fiber. “Dacron” is used in a wide range of wearing apparel, home furnishings and industrial applications. The first units for the manufacture of “Dacron” polyester fiber at the Cape Fear site started up in July, 1968. Expansions have been under way continually with the latest development being additional facilities for the manufacture of filament yarn. Drug Dangers (Continued From Page One) “hard” drugs such as heroin. The police official warned that large industries such as Brown and Root, currently one of Brunswick County’s biggest employers, will not hire persons with records of I—.... drug use, even pot smoking. And a felony conviction in a drug case means loss of citizenship, he added. Lt.
