She is a past director of the Southport-Oak Island Chamber of Commerce. Thomas P. Tully 284 North Shore Drive A single-term incumbent, Tully. 54 is a retired police detective who has resided in Boiling Spring Lakes for six years He is the board of commissioners' representative to the Cape Fear Council of Governments and is a member of the BSL Property Owners Association. If I am elected, my first goal will be to encour age communication between citizens and elect ed officials. One way of accomplishing this will be by having a monthly forum where citi zens can attend and, in an informal manner, give their ideas and concerns regarding such issues as getting our own post office and zip code and stormwater runoff... My second goal will be to make sure all commissioners are knowledgeable about our zoning ordinances so they are prepared to work with the planning board and the building inspector in their enforcement and to eliminate those that are no longer necessary... My third goal will be to support and encourage all volunteer organiza tions... As the fastest growing community in this county, the time has come for our planning to be projected a minimum of ten years into the future. I will make sure we have qualified boards to work with the state and county gov ernments. I will continue the progress made on drainage in areas prone to flooding. So far we have been successful in alleviating flooding problems with proper ditching and piping our roadways. There is a definite need and desire for a community/senior citizen center. If reelected, this too will be a reality, as was our new addition to City Hall. What is your opinion of your city’s cur rent year budget? Does it offer services you want to offer in the most affordable manner? - ■ ' After reviewing the current budget. I have no problem with it. for this fiscal year, but in next year's budget, I would like to see monies appropriated for recreational type activities for all citizens. Working with resources already in the community, we should be able to work out a good program at minimal cost. I am happy to say that this city is on its second consecutive budget without the raising of taxes. When Brunswick County reassessed all proper ties, we lowered our local tax rate by 30 per cent. This action should have brought your tax liability to about the same, or lower in some cases. The city police department has exhibited other means of savings. With the proper man agement, less manpower and creative schedul ing, the police department was twice as pro ductive and used $30,000 Less than the previ ous fiscal year. Our building inspector was made full-time, due to excessive growth in our city Why should the voter select you over your opponents)? l„ I should be selected mayor of Boiling Spring Lakes, as the citizens deserve a leader who will listen to their needs and concerns and work together with all commissioners to accomplish goals for the best interest of the citizens. Paul W. Toland 1244 North Shore Drive An incumbent commissioner, Toland, 58, is a retired law enforcement officer who was appointed to die board of commissioners in January, 1998. He is a six-year city resident He chaired the city’s police advisory board from 1996 to 1998 and was a member of ; the city’s board of adjustment in 19%. He is a a member of the Boiling Spring Lakes | POA, Sacred Heart Church, N.C. Fraternal 0 Order of Police, N.C. Sheriff’s Association, American Legion and AARP. Jim Vaughan 1151 President Road Vaughan, 57, was chief of Boiling Spring Lakes Police Department until his retire ment last year. He served in that capacity for over ten years. Patricia (Pat) Walters 1481 Long Leaf Road Ms. Walters, 57, is retired and has resided in Boiling Spring Lakes for 3 _ years. She is active with the American Heart Association as a CPR and basic life support instructor. She is an American Red Cross volunteer and office manager and is a past VFW vol unteer. She is currently president of the city property owners association and a member of the fire department auxiliary. (1) Short- and long-range planning strategies for residential and commercial growth. (2) To support water and sewer for the health of our citizens and keep our cost as affordable as pos sible to our citizens. Planning for stormwater runoff regulations was was introduced in our land use plan. Possible hiring of an engineer ing consultant as we continue to work on drainage problems of our lakes/roads and stormwater runoff. (3) Continued support of our police, fire and soon, our 911 center. To keep the public accurately informed and encourage all citizens to take an active part in the commissioners’ and planning board meet ings.__ ■■ (1) Growth. (2) Planning. (3) Crime. The community is a fast growing city and a lot Of thought and preparation needs to be invested to protect not only the future residents, but the property values of the citizens who presently reside here. 1 also know from past experience in Florida that growth brings crime and I fully intend to support our police department in any manner possible, helping the city to be proac tive instead of reactive. I also believe in the need for first-rate emergency services and will support these fine caring people in any way possible. , (1) To continue to pursue water and sewer at a reasonable cost by applying for grant funds for sewer as we did for water. To increase support for the county wastewater management plan of which BSL is a Phase I member. (2) .Stormwater runoff, caused by Dennis and V V Floyd, has demonstrated a need for a city engi neer to assist us in redesigning and replacing our drainage system. I will make a motion to hire one at the next board meeting. (3) Planning. Rapid growth is already with us. Can you imagine the impact when we have water and sewer? The time to plan for both residen tial and commercial development is now. The devastation brought on by Floyd brings us to a long-neglected subject - a stormwater drainage program. Having dealt with five hur ricanes in just over three years, it is time to face the inevitable and plan for the future by preparing now. Top goal number one is an . engineering elevation study for stormwater drainage, followed by implementation of that plan. Top goal number 2: A second access road into the area of the boiling spring. Hundreds of people are effected by this one access situation. Top goal number three: Continue to search for ways and means to implement city wide water, at reasonable cost. (1) Conduct an open government, encouraging communication between citizens and elected officials. (2) Provide cost-efficient maximum services, investigate possible grants and sup port for our police and fire departments. Also, support and encourage all volunteer commit tees and expand parks, lakes and recreation to include recreation for all ages. (3) Hold the line on tax increases for 2000 and 2001, plan for city administrator in the near future that will have the experience in acquiring funds for services and projects that our community needs to put into action. Our budget has been solid and taxes did not go up this year. Property evaluations and county taxes did go up. The commissioners worked hard to keep taxes down and provide services to our community. Hurricane Floyd has added exti a expenses to our city, as it did all over the state. We are a very small city commercially and the bulk of our tax base comes from our residential area. We are faced with possible commercial growth and needed expansion of commercial areas. We need to open our eyes for progressive planning in the present, if we are to have a constructive, productive future. I feel the present tax base is sufficient to sus tain the present needs of the city. Financial appropriations need to be scrutinized in order to assure that we are putting this money towards the citizens’ needs. We have been able to increase services, and pass our second consecutive budget without raising taxes, due to increased state revenues, a larger growth-induced tax base and cutting waste. Knowing major tax increases were com ing due to the county reassessment, I felt this was not the time to further burden taxpayers. Growth requires increased services and the challenge is to provide them on an "as-needed" basis, without inflating the tax rate. This was a win-win year for those who did the budget. It was a year when they could make a ten-cent reduction in the tax rate, while at the same time property values increased an average of 55 percent, giving the city a 30 percent increase. Add $80,000 the city had been paying for garbage collection, "now paid be the coun ty" (to) funds normally expended to support the rescue squad which”no longer exists" and the biggest year in the city’s history, for new development, equals a fat budget. How it is to be spent, and on what services, is what the vot ers will decide at this election. Services offered at this time are affordable. But, the growth in our city is straining our existing services and is now challenging our structure as it has existed in the past. Careful and extensive planning needs to be done now and activated to acquire grants for city water and a sewer system. I can only speak for myself and tell the voting public that, since being given the opportunity in June, 1999 to serve Boiling Spring Lakes, I want to continue to help plan for our growth, water, sewer and stormwater runoff manage ment and continued upgrading of our services for the citizens of Boiling Spring Lakes. I am a team player, sincere, hard working, a person of integrity, open-minded and willing to serve all the people of Boiling Spring Lakes. I have 30 years of leadership and budgeting experience in the hospitals I have been employed by, including nine years at J. A. Dosher Memorial Hospital. One of the most important lessons I have learned is the art of listening to those around you. The citizens of Boiling Spring Lakes will be able to discuss any matters which are of concern to them, as I will listen and do everything in my power to find answers or assistance to address their needs. V As your public safety commissioner, I kept my campaign promises. We hired a full-time build ing inspector, applied for grant funds for affordable water and supported our fire depart ment. I persuaded the county to turn our vacant rescue building into an emergency medical substation, providing us with total paramedic coverage. I've been instrumental in turning our police department into a modem, well equipped, productive entity, at $30,000 below budget. I take pride in being able to say I brought chief White to our city. I also volun teered in building our new City Hall and am involved with Phase I of the county sewer plan This is a question that 1 am sure has been asked of everyone who ever rah for public office. During my 30 years in government ser vice, 1 must have heard all of the great answers. After much thought and consideration I'm afraid I could only come up with one rea son. The reason you should vote for me is, because you sincerely believe, I will listen, be honest, and with your help, do the veiy best job, for you and the city I possible can. I feel that I have the ability, along with over 16 years administration experience, determination in problem solving, all used in a common sense manner. In the past 3 1/2 years, I have attended almost every board of commissioners meeting, attended many of the planning board meetings, served almost one year as BSL POA president, and feel I have the knowledge and ability to serve all residents.
