For the past few weeks the Legislature of this State has been at work introducing bills and passing laws of various de scriptions, some worthy of con sideration and necessary to rem edy existing evils, while many of the bills should be killed. The time and attention of the legislators is thus taken up while practically the most important matter, and one by which the class of citizens who are to bear the burdens of State in the fu ture are affected, viz: the dis franchising clause in the con stitutional amendment, has been overlooked. The year 1908 is last approaching when every white boy in the State, unless he is able to 'read and write, correct ly, any section of the constitu tion' will be disfranchised and denied the right of a voice in governmental affairs in North Carolina. This beiag the case, it is encumber upon the General Assembly of North Carolina, since-this is the last time this oody will meet before 1908, if they desire to reduce frauds in elections, to provide some uni form method of testing the voter as to his reading and writing the constitution so that every regis trar shall be compelled to deal fairly by the voters. As it is now, which can be readily seen, without any definite law, elec tions are placed in the hands of registrars alone, to manage as they desire. It is left to their pleasure whether they will re quire a voter to copy or write from memory a section of the constitution. They may declare incompetent, a voter, if he mis spells a word or misplaces a mark of punctuation. In short, the registrar may disfranchise any voter he chooses and for this reason it is imperative that some uniform method be provid ed by the members of the pres ent Legislature and thereby pro tect the white voters against election frauds by corrupt reg istrars. And in addition to such a law, there should be a penalty attached if registrars failed to comply with the provision. Let the members of the Legislature who claim to ,be advocates of purity in election, introduce and pass, at once, a law to counter act this condition of affairs which will surely be the result : if the present indefinite law is j left unchanged.
