Mem bers of the House reveal a surprising state of Ignorance in the country as to the real purpose and effect of the Mellon tiul. Many men of moderate income write to , Congressmen and abuse them like pickpockets because they are not supporting the' Mellon plan, seeming to jning the Hepresen tetrvea are seeking to-" prevent a. re duction of taxes. - There seems to be little understanding that the Garner, or Democratic bill, makes such more substantial reductions for the average man, and that only the man with net taxable income above $66,000 per year can secure as great relief from the Mellon plan. Under the Garner plan a married man with net income of 83,000 and no dependents would pay no tax at all; under the Mellon plan he would pay $16, whereas un der the present law he would pay $20. If the net income is $5,000, the pre sent law tax would be $100. the Mel Ion tax $75 and the Democratic tax $40.
