THE PUBLISHED EVERY THURSDAY, BY YOUNG & GRANTHAM. TIIUKSDAY. FEBUR 1RY 4, 1802. The following is an editorial from UieNew York Herald of January 25th. Tne chief argument of Mr. Cleve land nomination, so far as we can W. is that be bad the courage to lead bis party into a mire, and that "he will do so again if he is given the 'opportunity. ConMge is b good quality, but it fcecda to be tempered and guided by judgement.' The use of a general is 10 win the battles. The main ques tion about Mr. Cleveland is. can he lead hi party to victory in 1892. and, if so. can he depend on to so tnanage public affairs as to secure for it another victory in 1896 ? If anylxjclj-believes on due con sideration, that Mr. Cleveland can do -this, ami do it beticr and more sure ty than any other nmnthen he may well support Mr. Cleveland's claim to "another chance." We lake it fr granted that the Cleveland howlers tlo believe this and have no fuult to find with them though we do not think rightly of their judgement. What are the well known facts -about Mr. Cleveland? He carried own State, New York, and the "election in 1884 by a scn'ch. lie at four years in the Presidency, bonest, incnnu;tible. but not sngac- . ious or with statesmanlike foresight, narrow in his yiiws and sympathies, prejuditcd and allowing his prejudice to influence him. lie raised dissen kins in his party instead of allaying 11 em. He alienated from himself the influential and sagacious of his Jparty leaders. He was renominated X)n a tilatform dictated by himself iind was beaten, losing his own State by a considerable majority. We mean to do H e fullest justice to Mr. Cleveland's good qualities. The real question is not whether be is a good in--n. nor even whether, us his foci friend assert, he is a brave or a more hone-t or a more sinscere or a more dutiful man than all the rest of us. He may be the ijfst man in .the world, and jet it might not be prudent or pro: er for an)' part' to renominate him. The "real question is whether he can carry iji.s part)' to ictory, and whether he ran be deper ded on to so manage its etfairs as to then keep it in power. If we thought he cou'd do this we should favor his renomi nation. It is because wc do not be'ieve he could or would do it that we have been frunk enough to advise the party to dis cuss other candidetes. Take a single cae as an illustra tion. New York is still, alas! neces--sjiry to an election. It is Mr. Cleveland's own State. Can he carry it ? He would be a rash man who should say yes. But we believe Mr. German coild carry New York. We believe Mr. Whitney could carry it. We believe Governor Ru.sfcli, of Massachusetts, or Governor Gray. Governor Cairp bell. Mr. Wilson, of West Virginia, Mr. Wells, of Connecticut; Mr. Phelps, of Vern out; Senator. Vilas, or Mr. Morr son we believe any one on tins list could carry New York more teitaiuly than ititv Cleve land. It is therefore expedient for the party's interest and success to dis cuss ti c qna'itics of these and all other men who would al o make worthy candidates. If. after such discussion, it shall appear that Mr. Cleveland is tho only man. the mot Available, the surest to succeed, let him be nominated. PLENTY OF LIQUOR IN CHAR-! Uoynfon in view of thcChilian situation lias written an open letter advocating the removal of the disability now existing against Confederates. General Boy n ton is well known as a man who. distin guished himself during the war upon the Union side and since the war has) been of the ablest correspondents in Washington City. The itu.i'ion as to Chili is unchanged, and while we- 4 do not believe t! at there will be anyj i r "" " teers, either from the South or from the North, it is itl.-AS-int to find a! Federal General who so promptly replies to a man, who, in signing his proposition, misspelled his name iy writting it Kerr when it should have been wtitten Cur. He declares that this disability ought not to be re moved and that the rebels of the South, as he chose to term the South ern people, were as hitter against the Union now as they were during the war. The message of the President has been almost universally endorsed, even so bitter a paper as the New York Times endorses it fully and clearly, while the New York Sun de clares it lo bu an able document clothed in calm, grave language and breathing the spirit of dignified nnd responsible patriotism. Among the Members of the Senate and the Ho se there are but fev who do not belieyu that the President ;ia-i stated fairly the situation so that the people of the count y may understand exactly what is expected ot them. Among these ftw was Mr. Combs of Br o!i lyn, New York, and it is possible that even Mr. Uroeken ridge of Ken tucky ought to be rauke i with them because of tht: resolution he intro duced which imphea want of faith in tLe President as regards the papers which he sent to Congress. Mr. Brockenri Jge introduced a resolu tion calling for additional p iper but the Houe, Democratic- as it i. promptly voted to send that resolu tion to the committee on Foreign Af fairs, as it ought to have- done. The aiiswer to our demand, which wer.t in the nature of an ultimatum requiring an immediate answer, has come but it is entirely unsatisfac tory and it does not propose. een an opology for the insulting Matta note. It reads as folhiws : Chili agrees to wi.hdnw the of fensive n.te sent by Senor Mat ta to all the Chilian Ministers abroad and acknowledges that its issuances was due to an error of judgement. ' Chi i also withdraws its request for. the withdrawal of United Sta es Minister Egan. "In addition to this t'e Chilian Government in its answer proposes that the atfatr of the attack on the Baltimore sailors in Valaparaso.be submitted to the arbitration of some nautral nation. "If this proportion is mt accept able to the United States Govern ment, the Chilian Government sin gests that the matter be submitted to decision of the Supreme Court of the United States." The House of Representatives dis cussed the rules after flnishin tin; discussion of Mr. Broekcnridges re solution and agreed to come to' a vote upon them on the twenty-seven th. There were some amendments offered wh en may bj adapted. Senator Hill attended a dinner given by tho Manhattan Club m New York on the evening ot the twent -sixth, which was a most en thusiastie Hill atFair. The Seuilor in response to a toast given to his health said among other things in regard to New York in tters : "I simply did what I telt it to be in' duty to my State and to my par ty.
