Its polcy i3 the lml,cv r ,ls editor, and his iIiey is defined in : the democratic platform. We desire to speak a word, in all cander. to you on the subject of the Sta.e Printing:. Our position on the subject has been consistent. This should' giye greater weight to what we say, After you had been in session for several weeks the Senate and House appointed its respective committees on the State Printing. These committees met in joint ses sion to consider the subject, and es deciallf how the interest of the State could be belt subserved. It was decided by the joint com mitleo that the contract for doing the State printing should be let out on busiuess principles. A caucus was held and tuecomrait . te reported its decision, which eras accepted, and the following resolu tion was passed by the caueus : Resolved. That the joint commit tee on printing be instructed to let out the State printing at the lowest reasonable price, all things consider ed, and that sadd committee is also mrt.'ucted to make a contract to that effect and submit the same to the caucus at some future day.". In obedience to this resolution the committee heard testimony to ascer tain the 'lowest reasonable prico, and, after weighing such testimony, the pru,e was fixed at fifteen per cent below the price now provided by law, They made the contract with Ed- -wards & Broughton and . M. Uz sell, the two largest job printing Looses in the city, and the contract. bo made, was signed by them. A second caucus was held. The report of the committee was sub mitted, and approved as to the price, but Mr Josephus Daniels was nomU tiated and elected in the place of the parties who had signed the contract. This action on the part of the cau cus was a surprise, because the inten tion was to award the contract to parties who were prepared to do the work, and not to an editor of a news j)jper, This was the understanding, so stated by the committee, and agreed to by it and by the first caucus with the view of eliminating the middle man. who, since 1870 has appeared in the contract. State Chronicle. A Convincing Reputation. The Sanford Express, in its issue of January 26th, published a rumor that the distinguished Representa tive from Chatham county could neither read nor write.
