You are called upon on No-? vember the 8tli to cast you? ballots to say whether the men who represent the Democratic party, or the men who repre sent the fusionists Republi cans and Populists shall rule in North Carolina and Harnett county. It is for wiiite men to decide. You white men own the property, have the intelli gence and pay the taxes in both State and county, and it is but right that the men who reprc sent the larger number of white people -the tax-payers should be elected to govern and admin ister the affairs of our State and county. For the past four years the fusionists have had charge of the affairs of the State and of Harnett county. Let us take a look .at the make up of the people who are now in control of Harnett county and who are now asking you to again elect them to administer the government of your county. Have they a majority of white citizens? 'Let us see. In 18'JG the Democratic can didate for Governor received in Harnett county 1264 votes all white men, property owners and tax-payers, the intelligence of the count7. Guthrie, the Populist candidate, . received 4G3 votes all white men of in telligence and tax-payers. Rus sell, the Republican candidate, received 1024 j votes 881 negro votes and 143 white men. These 143 white men have in telligence and pay taxes. Of th6 881 negro voters less than half of them pay any tax at all. There is something over 500 of negro polls in the county listed for taxation and more than two hundred of this number are de clared insolvent and do not pay any tax. The property tax of these 881 negro votes pays $86 a year for schools and yet the children of these 881 negroes receive about two-fifths of the money raised for public schools in the county. Now which side will you vote for and with, the tax-payers of the county or the non-tax-payers. The fusionists have 1487 voters 881 negroes and 606 white men in the county.' The Democrats have 1264 voters all white men. Which of these can you vote, with? The fu sionists have a majority of ne groes and should they be elect ed (which they will not) they will owe their election to the negroes and the negroes will be in a position to demand that they be given the spoils of of fice. In case that the fusipnists are elected you do not know but what you will have two negro school committeemen of white schools where you now have only one, and you have no guarantee that you will not have placed ovor you a negro deputy sheriff, a negro tax col lector and negro constables, for J. J. Wilson, the candidate for sheriff of SSI "negroes and GOG ' white 'men," refused Monday at Stewart's Creek to say whether or not he would make a negro a deputy, if the negroes demanded it, should he be elected. And a negro deputy sheriff is not all. They could demand a negro deputy register of deeds and if they were to make this demand on McKay Byrd the candidate of 881 negroes and GOG white men would he give it. for the sake of his election as register of deeds? Ask him the ques tion, -white men . of Harnett county. These are points of vital interest to you. ".. These 881 negroes and 606 white men have formed a co operation to defeat the will of 1264 white men, who pay the major part of the taxes of tlie ! county. They have out a fu sion ticket all white men pleading for the vote of the 881 negroes. Of course that vote is solid for them, yet they come to you pleading for you to join these 881 negroes and elect them to office. White men of Harnett, it is for you to say whether the votes of these 881 negroes shall rule, or whether j the 1264 white men shall rule Harnett county. To the G05 white men who two years ago voted against the 12G4 white men : will you give your vote to the 881 negroes, or will you come over to the white men of your count' and vote with them for white govern ment for North Carolina? The line has' been drawn. You must be with the white people .1 ;1 or against mom mere is uu middle ground. Which will you do? Answer at the ballot box on November 8th. icii cannot afford to cat: your lot with a race j inferior to yours. White men I elected by white men must rule Harnett county and North Carolina. The Anglo-Saxon has always ruled and he will not be a slave. This is a war of ballots and the white men must not divide. The en emy of Anglo-Saxon civiliza tion is abroad in the land and it must be driven out by the ballots of the white men on No vember 8th. White men of Harnett coun ty, gird on ypur armor and go forth to battle and let- not your eyes close in sleep until after 1 1 1 o 8th of November when you shall have rescued your grand old State from the dominion of negro domination. McKaughan, pa& tor of the! Albemarle Baptist church, gives the following cer tificate as to nogro rule in the eastern part of the State : To whom it may concern : This is" to certify that from De cember, 1894, to December, 1897, I was a citizen of Halifax county, N. C. That in 1897 the Republican and Populist parties-" by j fusion gained con trol of the county. That James Arrington, a negro, was elected to represent the county in the legislature. That Collin An thony, a bar-keeper and a ne gro., was elected on the board of commissioners. That more than 25 justices of the peace were elected. That one .negro was put on every school com mittee in the county, and wiiite teachers (girls) had to be em ployed by these negroes. That white men; were taken out of ! the j ury box and negroes put in. That I saw six black ne groes sitting on the jury by the side of six ! white men. That I saw six black negroes guarding a squad of white convicts, lhat white guards on the State farm were turned off and negroes put in their places." That the congressional district was rep resented by Geo. H. White a negro, and that one Ilannon, from the town of Halifax, was his private secretary. That the postmaster, with whom I de posited and from whom I re ceived my mail, is a negro. That Lee Person, a negro, was elected to the Senate from Edgecombe county. -Respectfully, . . J . A. McKaughan, in Concord Times. The fusion candidate for So- j licitor, O. H. Dockery, Jr., did not intend to become a citizen of this district until he saw that he could get the nomination for solicitor from the fusionists. The Fayetteville convention, presided over and run by ne groes, endorsed him because he bought the negro leaders.
