The Ci nziiN fears thnt a proposition to vote bonds to se cure the school will not pas9. It is just as well to look that possibility squarely in the face. This is a matter of opinion, of course, but the risk of submitting the matter to popular vote is not one to be taken if it can be avoided. The obvi ous reason why the measure would fail if submitted to a vote of the people is that it is hard to see wherein the people, as a whole.are to be directly benefitted; that is, the people who torm our majorities, who are the small tax-payers, whose resources are not great and who have to count their dollars carefully. It is fair that this class h consulted; their very number entitles them to a hearing. Wherein are they to le benefitted by a school that will afford, as the scheme i pro posed, higher education for but fifteen or twenty boys (and no girls I at !est? The place to put the peoples' money is where it is needed and where its bcnelits will be well nigh universal in bettering the pub lic schools we have and in erecting more of them, one, for instance, in the extreme western part of the city. To get the Bingham school here will lie a capital thing. It is needed to attract and hold the patronage of the well-to-do, so many of whom come to Aslievillc, and would lie glad of the advantages afforded by a school of the high standard of this one. Then let tha well-to-do and those who wwlil the more decidedly benefited from the securing of the Bingham school pay for getting it. The risks arc few; perhaps there arc none; let those take them who can easily afford to do so. Kailwuv Freight Churice. "When we consider that, ami further consider that our railroad freights arc about the same as are now in force in Georgia, where they have .1 commission, the (tiere arises as to the necessity for the measure." The Raleigh News and Observer from which the foregoing is taken persist ently ignores the point to which its at tention has been called repeatedly that the published rates of the railways and the rates they, in many cases, charge arc widely different ; so that "our railroad freights" are not "about the same as are now in force in Georgia." The News and Observer adds: "Tun Citizkn isnotentirclyconvcrsant with our North Carolina ways. Indeed we noticed in its comments on an article of ours some time ago that it did not teem to distinguish between the N.C R.R. and the W.N. C. R.K. It applied what we said abaut the former to the latter and thus mixed up things beyond itseom preheusion." The first sentence of the foregoing was brought out by a ipieryof The Citizkn ns to the whereabouts of an official record of thedaily proceedings of the legislature. Of course, The Citizkn knew that there was no such record, and its query was imply one way of saying so and calling especial attention to the fact. As to The Citizkn mixing up the rail way babies, perhaps that was done past "its comprehension ;" but the News and Observer can be trusted tosparate them, and it has our congratulations that its comprehension of the subject remains so clear if so one-sided. Eni'.i.anu is fooling around carelessly, showing that she is anxious to get into a quarrel over a seal or two; the North Carolina legislature has passed unani mously a bill empowering Governor Fowle to use military or other force in protecting the state's oyster interest, at acot not to exceed $15,000; "Jack" Dcmpaey lies in New Orleans with a broken nose; the Sioux Indians have sur rendered, with only they knowing what intentions ot massacring the soldiers; and thit's about all the war news there is at present, except that Senator Hoar again has hopes ol bis force bill. A resolution introduced in the United States senate sayi "that the section of the imperial government of Great Britian in authorizing and approving the presen tation of the afore-mentioned information or suggestions to the Supreme court is without precedent and prejudicial to com ity of the nation and to the usual and anucuuic conuuet 01 me international re lations and is not in consonance with the dignity of the government and people of the United States and the respect that is due to the President of the United States."
