The instructions sent by Chancellor Von Cnprivi yesterday to the governor of Alsaca Eorrainc, Prince Von Hohcnlae Scillingl'urst, to refrain from mitigating the passport regulations in Alsace Lorraine, as previously pro posed, and not to extend in any wav additional facilities to the inhabitants of the French frontier, consumers at mar kets and fairs in the German territory, has caused considerable excitement in Paris. The Harision newspaier8 t' day pub lish violent articles on the subject and are certainly not in any way tending to relieve the strained relations at present existing between Germany and France an account of the attacks made upon the Empress Frederick during her stay in the French capitol. General Boulanger seems likely to try his hand at taking advantage of the ex cited state of the public mind and is said to he hard nt work with Ins Iriends con cocting an nnli-Gernuin manifesto in Brussels, where he is now staving. The Road Machine which Has Been r mined for ho Long a Time, Can Soon be Put to an Excellent I'se, A matter has been bi ought to the at tention of The Citizen which deserves the consideration of our city fathers. The city owns a road-working machine, bought four years ago, costing about $400. This machine is the best of its kind and at the time it was bought proved that it could do good work. For some reason, however, it has lieen lying idle very nearly all the time since its purchase. Mr. B. P. Chntficld, of Aiken, S. C, was in Asheville at the time and bought a similar m-ichine, which he took to Aiken, where he has since made miles of road on his farm and streets in the town of Aiken, He pronounces it a perfect success and a saving of thousands of dollar! in making roads and streets and keeping them in order. Aslieville's street, will soon be in excel lent condition to work with this machine, after the freeze and thaw and after they have dried out somewhat. It is needless to say that with the holes, gullies, ridges and ruts that will be left in the streets there will be no comfort or pleasure in driving over them, and no ordinary force of hands will be able to work unv show at all on them. This road machine, however, with from four to six horses, and advance plows if necessary, can he so operated that it will level all ridges, fill the holes, and turn the dirt to the center, round ing the street up, as it should lie, leaving a furrow for drainage on each side. It could be used on all of the streets except those lieavilv ma- adamized. Mcrrimon avenue, Chest- nut, College, Charlotte, Haywood and Grove streets, Montlord und French Broad avenues could all be put in good condition at an expense that would be comparatively small. If the work is post poned until the streets become hardened again the amount el labor required will lie douliled. Mr. C. II. Southwick, to whom Till; Citizi:n is indebted lor this suggestion recommended the purchase ol this ma chine and vouches for its success if prop erly managed. 1 he results ot some such work on the streets done nt once, would add a hun dred fold to the pleasure and comfort ol every one ol the city 's visitors and resi dents who have to drive over them.
