delegation of colored men sent to Wash
ington to memorialize the president in
rcgarJ to the outrages perpetrated upon
the negroes of the south arrived here this
morning at 8 o'clock and were enter
tained at breakfast by Hon. Frederick
Douglass and William E. Matthews.
The delegation were 'utroduced to 1 'res
ident Harrison at 10 o'clock by Use Hon.
John K. Lynch, fourth auditor of the
treasury.
Dr. William I!. Derrick, of New York
city, stated the purpose of the delega
tion to the president and presented res
olutions which were adopted at a recent
mass meeting at Cooper union.
In his reply President Harrison ex
plained to the gentlemen just how far he
could exercise his authority under the
constitution, stating very cle-rly the
difference between state and federal au
thority in regard to the crimes com
mitted in any pniticular stale.
Orleans knelling matter was
an example.
The federal government, lie said, clearly
had a right to provide for the protection
of Italian subjects, as that was a matter
ot treaty rights; but it has not been
done; no legislation lias been enacted,
and neither the federal courts nor the
president could intcrlere even in that
asc.
Mr. Harrison advised the delegation
to collect in detail the facts concerning
lynching in the south for a year and pre
sent them to him and to the public press
and said that unan these lacts lie would
issist. as lar as lie could, m creating a
public sentiment against lawless nietli-
ds ol punishment ol colored men in llic
south.
While willing to do everything lie could
in bcliall ol all the citizens ol the country
he explained clearly how any attempted
interference with state authority by him
would do more harm than good

state convention assembled today.
The platform received much applause,
but the greatest demonstration was re
served for the presidential resolution de
claring for cx-Prcsidcut Cleveland, but
endorsing Isaac P. Gray as the choice of
Indiana should the ex-president's nomi
nation become impossible.
At the mention of Cleveland a thou
sand people urcse simultaneously to
their feet and one mighty cheer rose from
their throats. Handkerchiefs were
waved enthusiastically. Another cheer
greeted the declaration of Cleveland as
the "logical candidate" and this mani
festation inspired the Gray people to
attempt to rival Cleveland followers in
an expression of enthusiasm.

Pakis, April -1. The outlook for Mat
day took on a new aspect today which
gives promise ol affording; the anarchists
and other lawless characters an oppor
tunity to muke trouble. The police
threaten to strike. A newspaper today
published a proclamation, signed by a
number of policemen in which they detail
at length their grievances and threaten
to strike on the eve of May day, unless
their wages are increased. The anar-
chests are in high glee at this developc-
ment, and sonic of the more enthusiastic
of them claim it would take little argu
ment to induce many ol tne policemen to
join their ranks.
It is hardly believed anv trouble will
occur with the police. On the contrary
it is thought some matters ot which
thev complain will be corrected and that
thev will give their usual good services
on May day if they are called upon to
suppress disturbances. In anv event
no apprehension need be felt, for
the jiovcrnmcnt has arranged for the
presence of a military force in Paris
and the immediate viciuitv that
will be stroller enough to down
anv outbreak short of a general i evo
lution. The pidiee arc believed by
many to have taken advantage ol the
feeling of uneasiness to make a claim
that at anv otlier time thev would not
have thought of.

ville Nugent, brother of Baron Grevilie.

first class carriage on the Brighton rail
way. The lady in the case isMiss Marion
Price. The evidence at the Westminis
ter notice court today was of a very

deliberately pursued the woman, and
