AN APOLOGY NKKUKU, The Mayor's bill lor his New York trip as rendered in a lump sum was shamefully exorbitant, and the items as given to the Joint Hoard make it no bet ter, rather worse. It is impossible to justify by the stTTKi rendered which was of the slightest '-a cost of $o")3 to the city for thirty davs' work work for which we have yet to hear rehearsed the Mayor's especial iualifk-,-itioiis. It is possible to have first-class treatment at several of the Hroadwav hotels for four dollars per day; the Mayor charges eight dollars per day and eights-live dollars for extras besides. Other items of the bill are equallv ill founded in either jus tice or decency, mid we ho'C that ti e Mayor will yet see it in that light and, in partial expiation for his insult to the tax-payers of Aslieville, v ithdraw i he bill altogether. Such ail net would be taken as an npologv that is much needed. COSTLY HTl'PiniTV. In spite of the Moravia, the first ship to bring cholera to our shores, being in strict quarantine, the same stupidity that has marked the management of that vessel since the day after she left Hamburg continues to be manifest. It was ascertained Saturday that bedding and barrels had been thrown over from her within a few days and that some of it had been picked up on the beach ami carried away for fuel. If the owners ol the line to which that vessel belongs had set themselves deliberati ly to introduce cholera into this country thev could not have acted more carelessly than tlu-ir agents, the captain anil ship's doctor, have. Moreover, a week ago the New York agent of the one of the Hamburg- American lines said that all immigrants for the United States were detained at Hamburg till their baggage way disin fected and each one of them had been fumigated. The doctor of the Moravia testified as 9oon as he got to New York that the immigrants on that steamship had been hurried from the cars into the steerage in an "exhausted and debrlr tated condition." Had the proper precautions been taken at the Old World ports it wouldjnot now be necessary to detain vessels at quaran tine twenty davs. Taking thechances will have cost these offending steamship lines at least half a million of dollars before thev see the end ofthecholera excitement. THOMAS B. I.ON;H KIXOHI). I"or several weeks past publication has been going the rounds of the State press to the effect that Thomas 11. Long, nominee of the People's party loi audi tor, while agent lor the North Carolina railroad at Salisbury from August, lSiis, to October, 1HI9, had proved a defaul ter to the tune of several thousand dol lars. The Crnziis wished to do no in justice to any one, and a, the same time desired to be faithful to the people of the State in warning them against at least a possible danger. The Clerk of the Su perior court of Alamance county, where an action was alleged to have been pros ecuted by the railroad company for the recovery of the alleged "shortage," was written to for a certified copy of the rec ord in the action. It was promptly forwarded. There is much of the record which is of little importance or interest to the pub lic, and we therefore print only the com plaints and the judgment of the court. The full record can be inspected at Tin; Citizen office. The answer contains a general denial of all the allegations of the complaint, but from the judgment of the court it appears that the alligations of the com plaint were fully substantiated. From the record it also appears that "Col." Long held the position of agent for the railroad only for one year, one month and two days, and within that short period misappropriated five thous and nine hundred and fifty-one and ninety-tour one hundreths dollars of the railroad's money. The question inevi tably suggests itself, What might not such a man accomplish in four years as Auditor of the State ot North Carolina ? It must be remembered, too, that for a number of years since the rendition of this judgment the "Colonel" has held at a high salory an important office under the Federal government, bestowed upon him by the Republican party, and yet not one dollar of this high salary has he ever applied to the payment of this judgment. And this is the man who has been going over the country for the Inst four years preaching "reform, abusing honest men and denouncing one of the best, cleanest, cheapest and most efficient State governments that has ever existed in the history of human society! Go aloug, "Col." Long, and pay back to the railroad that sum of Eve thous and, nine hundred and fifty-one and ninety-four one hundreths dollars which you have so long withheld, and then you may come with tome little degree of plausibility to teach reform and honesty to other people. The convention adopted a motion au thorizing chairmen of such townships as now have no organization to appoint township committees ol four each. The work of the convention was now concluded, but Vance and Starncs were called on for speeches and responded in enthusiastic strains, lien. He also told I what his friends have suspected long) that he had been lonesome for several years, and promised that he would soon choose a life partner to cheer his loneli ness. A Chairman Chosen, At a meeting of members of the execu tive committee for the county, J. 1). Mur phv was unanimously chosen chairman of the committee. Convention Chat. The county delegates dubbed the Vest warders "Tammany Hall." Just how or why they chose the name is not known. 'Squire Hlaekstoek raised a laugh when lie said 'John Courtney has to get around on a wooden peg, and you know he can't run away with your monev." After Mackey had been nominated, sev eral of the defeated candidates made speeches, deorge Young said he was de feated and it was all right; "all 1 have tsavis, I'm n Democrat." No alarm need be felt in Wilmington over the possibility that cholera will be allowed to get here by vessels from lor eign ports. All vessels from liuropc will be rigidly quarantined and the health authorities will exercise their utmost vigilance to keep away the plague. Now that the cotton season is opening up, we are more than likely to have sev eral steamships here from Hamburg dur ing the season, and already it is stated a vessel had cleared that port foi Wil ngton for a cargo of cotton. Such vessels will have to show a clean bill of health and undcrg -the full requirements of the ipiarantinc, but nil til the regulations arccomplicd with they should not be boarded indisciiminatelv. Dr. W. H. Bellamy In Wilmington Star "The chances of our having it cholera in Wilmington, under adverse circum stances raich as poor quarantine, etc. arc as good as cholera bacillus could like. Our trade with loreign ports, our cotton presses, etc.. put us in the same category as other cities in this country where the cholera has occurred. Our cf mate and immediate section are always riie lor it, except possibly in December, Jan uary and February. We mint have money and means adequate to insure a good quarantine. Lane, Devereaux, Ga., writes: "One summer several years ago, while railroading in Mississippi, 1 became badly affected with malarial blood poison thnt impaired my health for more than two years.
