winter day ushered in t lie second session
of the 52nd Congress. Long lielrtre the
hour of noon spectators organ to ar
rive at the House winj of the Capitol.
The members ulsocameinciirljr. Speaker
Reed was among the first to appear in
the hull and was greeted by men of all
political opinions. The Demo rats, as
rule, congregnted in the space in rear
of the Democratic side of t'.e hall and
indulged in a conversational love feast.
The Third purty, as personified by its
leader on the floor, Mr. Watson of Geor
gia, appeared about 11:15. He imme
diately proceeded to the desk occupied
by Lieutenant Davis of Kansas which is
across the aisle from thai occupied bv
Reed.
Shortly before noon Springer of Illinois
made his apptaraiu-e, nud was imme
diately the centre of attention on the
Democrats' side. One of the first to greet
him was McMillin, his able coadjutor
on the ways nnd means committee.
As the hours of the clock pointed to
the hour ol 12 Speaker Crisp ascended
to the speaker s chair and rapped tor
order. A solemn hush followed. The
Wind Chaplain," the Rev. Dr. Mil-
burn, delivered a brief and impressive
prayer.

of the plan of a more complete system o
sanitation for the city of Asheville, and
that there may not be a "dual govern
ment," but one centralized system with
enlarged and ample powers to deal with
all matters pertaining to the health ol
the city of Asheville, I submit the follow
ing:
Let there be an act passed bv our Leg
islature amending the city charter so
there may be organized by the City Coun-
il a Hoard ot aanitarv Lommissioncts,
composed of the following members:
The mayor, who shall be ex-olhcio chair
man; one alderman and three other citi
zens; three ot which Board, at least,
shall be legal physicians. This Board
shall select one of its members I a physi
cian ) wno snail be denominated liealtli
officer, whose duties shall be specified
and formulated according to the InUst
rules ot sanitary science.
This Board shall haye power to ap
point one or more sanitary inspectors,
who shall be well versed in ordinary
rules of house sanitation. The Board
shall have complete control over infec
tions and contagious diseases, sewers,
waterways and drainage, wells and sur
face water closets, wastes or city gar!)
age, city market, vital statistics and so
lortb.
If some such plan as this were adopted
in a lew months thereafter Asheville
would be the cleanest ami healthiest

SHERIFF BROOKSIIIRE NOW
Buncombe's New Sheriff Takes
Hold Today.
John A. Brookshire, who is to do the
Sheriff act for Buncombe county for two
years, took charge of the office today,
Sheriff Reynolds turning the office over
to his successor about 11 o'clock. Sheriff'
Brookshire has as vet chosen but one of
his deputies. This is Jesse M. Morgan,
who has held a similar position under
Mr. Reynolds, nnd who has been a good,
faithful officer.
Instead of "Sheriff," Mr. Reynolds now
signs his documents "T. C," meaning
tax collector, to which office he was
elected last lune.
Register Mackcy, who will register
deeds and issue marriage licenses the
latter bis especial delight for two years
more, has reappointed R. J. Stokeley
chief deputy in bis office. Mr. Stokeley
has a thorough knowledge ol the work
ings of this important department ol the
county government, and will continue
to give satisfaction as he has during the
past two years.
WORTH LEAGUES.
Mass Meetliiit at Ceulral Church
Last Evriiliim.
The hpworth League.! of the city held
an exceedingly interesting mass meeting
in Central M. E. church, South, last
evening, the meeting was presided
over by Geo. L. Hackney, of Central
League. Reports of the year's work
were made by Mr. Hackney lor Central
League and by President Lucius B. Alex
ander for the Bethel League. The re
ports showed a healthy growth in the
Leagues, and that a great work is being
done in the way of visiting the sick and
needy, etc.
A short Bible reading followed the re
ports, conducted by H. H. Mays, of the
Y. M. C. A., after which Prof. P. P.
Clnxton made an excellent twenty min
utes' gospel address that was filled with
advice to the young people banded to
gether in League work.
MONETARY CONFERENCF.

tional Monetary conference resumes its
sittings tomorrow the 6rst matter re
quiring settlement will be whether the
report of the committee appointed to
consider Rothschild's plan shall be
further debated on or the proposals of the
American delegates proceeded with. Mr.
Rothschild, Sir C. Fremant nnd Sir
William Houldsworth, all of whom are
British delegates, desire some expres
sion of opinion regarding Mr. Roths
child's plun from the full conference. Mr.
Bertram Currie, another British dele
gate, aims to bring the conlercncc to a
close and in common with some of the
other delegates who are resigned to see
the conference result in lailurc, would
hasten consideration of the American
resolutions as bringing so much nearer
the winding up of the meeting. Sir C.
1-romantic, with a view to a resumption
of the debate on Rothschild's plan has
amended his declaration declining to
pledge the Lnglish government to with
draw its half sovereign pieces in favor of
silver by adding the words: ,-Lxcept
concurrently with the adoption of the
Kothsclulu project or some other pro
posal having the same compensatory
value.
Sir. C. F romantic, who is deputy mas
ter of the British mint, has never ben
known to take an independant action
and is therefore taken for granted that
he is the mouthpiece of the British Gov
ernment in announcing assent to the
abolition ot halt sovengns. It, despite
the adverse report of the committee, the
full conference adopts the Rothchild
plan, a number of delegates will want
the conlcrcnce to adjourn December 1(5
at the latest. If adjournment is taken
it is doubtful if there will be a full atten
dance when the sittings are resumed in
lanuary. Mr. Currie has sent to
the Times a verbatim report of the
speech he made before the conference
rriday. This report is similar
to the accounts of the speech, only, in its
advocating of the gold standard, Mr.
Lurrie denies that evils are impending to
the world, from the disuse ol the silver
standard. The silver experiment of the
United States, he save, arc not likely to
find imitators. The conference had met
to endeavor to raise the price of commo
dities, an object that was entirely op
posed to economists' doctrines accepted
in orcat Uritain. lhcnn goods, not dear
goods; plenty, not scarci'.', had always
been held to be conditions prolitablc to
trade. That the general fault in prices
had been brought about by a scari:y ol
gold had never been proved. Such a
theory is at variance with the facts
within our knowledge, the speech con
cludes.
Mr. Currie ,is strongest personality
among the British delegates and he will
not budge an inch towards a compro-

Reports were read from Davenport col
lege and Asheville Female college. Many
ministers passed examination of char
acter, line preacher reported Ins own
salary paid, but a great deficiency in col
lections for church purposes. He threw
the responsibility upon the stewards.
This brought a rebuke from the Bishop,
who said it was the preacher's province
to see the assessments were paid. Kcv
Dr. . II. Law addressed the conlercncc in
the interest of the American Bible So
ciety. He stated that 1,300,000 bibles
were distributed the past year.

President Crowcll read the report ol
Trinity college, setting forth the plans
lor more ethcient organization, and re
commending therefor a chance in the
State charter of the college. The report
was adopted including its rceommrnda
tion that the proposition of B. N. Duke,
of Durham, be accepted. Mr. Duke pro
poses to insure the lives of fifty men be
tween the ages of forty and lilty for ten
thousand dollars each for the benefit of
the Trinity endowment lund on condi
tion that the two State Conlerences
guarantee the running expenses of the
college until this plan of endowment be
reuhzed upon suhicicntly by deaths
among the parties insured to relieve the

covers the ground in South Wales, and
the storm continues. Nearly all out door
work has been suspended and railway
traffic is greatly dclaved. In the North
of Scotland the snow is fifteen inches
deep and in railway cuttings the drifts
are many feet deep, The muil train for
Inverness wns stopped by drifts and the
passengers rescued with much dilhculty
Arrested for Foricery.
Savannah. Ga.. Dec. 5. Henry M.
Boley.jr., a member of the firm of M
Boley & Son, of this city, which failed
Friday, has been arrested for forging
endorsements on notes to the amount of
$18,000. They involve nearly every
hank here, none" of which, however, will

Louisians haye recently turned their
attention to raising a fund for the widow
of the late Samuel J. Kaudall, and it tins

Kossuth Again Dying;.
Viknna, Dec. C It is again reported
here that Louis Kossuth, the Hungarian
patriot, is dying at his residence in
Turin. - Only a short time ago he cele
brated the ninetieth anniversary of his
birth.

The Pope Has Apparently Dele
gated some of His Authority to
an American Kepresenlntlve
May Reopen McGlvnu's Case.
Baltimohe, Md., Dec. 5. Announce
ment was made last night that Mgr.
Satolli had been appointed by the Pope,
with full power to settle without appeal
all religious questions between bishops
and priests in the United States. This is
of great interest in Catholic circles here.
The announcement was made by Cardi
nal Gibbons. An effort to interview him
on the subject was unavailing; the only
thing that leaked from him being confir
mation of the report. What was the
cause of the appointment, or when it
wns made, he refused to say.
Why Cardinal Gibbons should be over
looked and such plenary powers be given
to one directly from the Vatican is only
one among the many perplexing ques
tions asked about it. It had been ru
mored, indeed, that Mgr. Sattoli
had been sent to America on a secret
mission as special representative of the
Pope, but no one had conjectured that
he would be invested with such auto
cratic power els would practically make
him the rope ot America.
1 he clue! reason lor action, the one
that obtains general credence, is that
Pope Leo's long continued ill health, has
determined him to delegate such duties
as properly devolve upon him to one
whom he can implicitly trust. Such a
man is undoubtedly Mgr. Sattoli who,
next to Kampella, is generally credited
with standing nearer to the Pope than
any other among the Catholic dignitar
ies at Rome. It is a plausible reason,
but whether it is the true one cannot, of
course, be definitely known at present.
An interesting subject which comes up
in this connection is whether the famous
McGlvnn case will be taken up by Mgr.
Sattoli. It is a well known fact that
the ex-communkntcd priest is desirous
of being restored to orders and is agita
ting the subject with all the means in
his power. One ot the chid reasons why
he requests a rehearing was that suffi
cient evidence was not presented in his
behall at Rome. He has frequently
stated that if the evidence had been taken
in New York the noted controversy with
Arch-Bishop Corrigan would have re
sulted in his favor. Now that such an
opportunity is ottered him it is not
thought that he will let it pass, and
probably the first action taken by Mgr.
Statoli in his new official capacity as
arbitrator will be the reopening of the
case.
CLEVELAND IN NEW YORK

Ni'.w Yiikk, Dec. 5. President-elect
Cleveland arrived at the Jersey City de
pot at 7 o'clock this morning direct from
Hog Island, Ya. He left Hxmore at
10:31 last night on a private car of Su
perintendent Kenncyof the Philadelphia
Wilmington and Baltimore railroad.
His car was attached to the New Y'ork
express.
Mr. Cleveland came unattended and
was ready to alight when the train ran
into the depot, and with his overcoat
buttoned closely about him he walked
briskly to the Cortland street transfer
boat. On lauding on the New York side
he took a carriage and was driven to his
house, No. 12 West Fifty-seventh street.
Mr. Cleveland greatly enjoyed his visit
to Hog Island and has returned in the
best of health. He has not yet decided
when he will go to Lakewood, N. J.,
where Mrs. Cleveland and Baby Ruth
have been staying during his absence.
It is possible that Mrs. Cleveland will
return to New York today or tomorrow.
Despatches from Lakewood, however,
statethat Mr. Cleveland is expected there
this afternoon.
BRUTAL MURDER IN MOORE.
Two Helpless Women Shot Down
and a Man Robbed.

evening about 7 o'clock a colored man
knocked at the door of Rondolc McDon
ald, and upon entering the house walked
across the room nnd picked up a gun, at
the same time drawing a pistol from his
pocket and demanding of McDonald that
he give up his money. At this McDon
ald's two sisters, Mary and Christine,
began to remonstrate with the intruder,
while McDonald raised the alarm.
Thereupon the negro opened fir' on the
helpless and defenceless women, killing
one outright and mortally wounding the
other. At the point of a pistol McDon
ald was forced to give up all his money,
amounting to about thirty-live dollars.
Indignation runs high throughout the
community in which the awlul crime
was committed, and the guilty person
will be summnrilv dealt with as soon as

Gould's Funeral.
Nkw Yokk, Dec. 5. Mr. Gould's body
will be placed in a tomb in Woodlawn
cemetery Wednesday morning. The bur
ial services will be thesimple burial ritual

Rev. Dr. McCracken and the Rev, Kode-
lick Terry.
Let Private Capital Do II.

The Nicaragua Canal should not be
built unless it could be made to pay div
idends on the investment, as the Snez
Canal had done. If it wilt pay, private
capital should build it. In no event
should the government of the United
States undertake the enterprise or pledge
its credit for cither principal or interest
of the necessary cost of the undertaking.
Slay do Its Own Paving;.
Sjicnking of the rapid work done by
the city's paving force on Merrimon ave
nue, Alderman Starnes told Tub Citizen
that, so far as it were possible, he would
hereafter be in favor of the city doing its
own paving, under the superintendence
of Inspectors Murray and Murdoch and
