Resolution Adopted By Ibe joint Board, Asking; (he 'PrlvlleKe of Taking tij.ooo Prom tne Street Fund. Mayor Blanton wielded a new gavel in calling the Joint Board to order yes terday afternoon. Tbe deliberntors at the meeting were Aldermen Baird, Starues, Gudger, McDowell and Leonard, and every member of the Advisory com mittee. Advisor Williams brought up the ques tion of the obstruction on Patton ave uue by reason of the Asheville Street Railway company's paving work, and made a motion, which was adopted, that the Board issue a peremptory order to tbe company to put all of the debris from the excavation on the north side of the street. Tbe chief of police was instructed to give the order, and, if it was not obeyed, have the voik done at the company's expense. Alderman Gudger moved that the citv engineer and joint street committee es tablish the grade of South French Broad avenue, and that a grading force be put there at once. Adopted. Onlv 2-4 Days Yet. Alderman Starnes hoped the Board would soon begin to think of paving more streets, so that the city might not lose all of next summer. A discussion followed, during which Mayo: P.l.inton stated that the city had only a c u,'.e of months in which to dispose of the city bonds. Asa matter of fact,. the time expires earlier than the Mavor supposes, the time being two years from tbe date of ratification of the act, Feb ruary 28, 1891. Ed. The Citizen Mr. Starnes moved that there be a committee to look into tbe matter and report as to which streets should receive the Board's attention. This was adop ted and the matter referred to the joint street committee and Ad visor Cummings. By vote the Board accepted the paving between the rails on South Main and Patton avenue. This was done at the request of the street railway company, that it might pay the contractor for the work. There was a talk about the city's material taken tip on Patton avenue and Alderman Gudger and Advisor Miller were instructed to read up on Judge Dick's decision and consult Receiver Maddux on the matter. Onlv One Did. The onlv bid for laying a water pipe to the old reservoir was opened. It was from M. H. Kelly, who proposed to lay the pipe for $1.07 a lineal foot. The con tract was awarded to Mr. Kelly. The bids for replacing the standpipe were to have been opciieU yesterday, but to the surprise of every one, there were no bids. The members talked over the matter awhile and then Advisor Hunt moved to abandon the standpipe idea "in favor of Bee Tree, he added, as an afterthought. Alderman Starnes moved tbe appointment of a committee of four to look around and report on the ad visability of a reservoir. This carried. and Aldermen McDowell ar.d Gudger and Advisors Cummings and Williams were appointed. Mayor Blanton reported that he had appointed W. G. Corpening inspector of the paving between the rails on t'atton avenue, and the Board could confirm the appointment or refuse to do so. The Board did neither, having its mind called to some other matter before it had had time to think. 'Wants zs.ooo. Alderman Gudger thought the acci dent to the standpipe brought up a very serious question in the way of water supply and storage, and made a motion to the effect that the Legislature be asked to allow the city to divert $25,000 of the proceeds of the sale of the street improvement bonds to the use of the water and sewer department. This was adopted. Cbas. A. Moore presented a bill of $13.50 for extension of a sewer pipe on Merrimon avenue, and asked to be reim bursed therefor, if tbe Board thought the claim just. Advisor Bearden moved that he be paid, but there was no sec ond, and the bill was not paid. A petition from residents of West Haywood street was read, asking that a rubble pavement be put down or that street, between the Melle house and Woodcock's drug store. Referred to the paving committee. TMK B. OF A. E. XV. Orccr Given a Place on tne Police Force. When the Board of Aldermen met. Ad visor Cummings read a statement filled out by Cbas. Reynolds, colored, testify ing to the amount of damage he (Rey nolds) was entitled to Dy reason ot tne collapse of the standpipe. Reynolds asked $115 45. Mr. Starnes reported recommending damages to parties being near the pipe as follows: Sue Lvtle, $15; M. Pinner, $2: Tom Forney, $2; Jane On-, $15. The report was adopted. F. S. Jaquith filed a claim for $80 damages, and John Clarke wanted $10.50 for clothes carried away b- the water. These damages were refern I to the old committee for report next week Mr. Baird reported that he had inves tigated the case of Marv Ray. colored for whom Rev. H. S. McDuffey asked tax exemption. The woman was in a very needy condition, Mr. Baird said, but he could not see how, under the law, the city could give her any aid. as a city. Mr. Starnes proposed a hat collection, to which Mr. Baird assented, but no one else helped them and the matter was dropped. Mo Datnasrea. Mr. Baird reported declining to recom mend damages as claimed by Prof. H. L. Kin?, and tbe report was adopted. Mr Baird pronounced Central avenue with a very district emphasis on tne noo," T. S. Morrison & Co. were permitted to store fertilizers in the building of W. M. Tones, in West End. A motion, made by Mr. Gudger, was adonted whereby tbe citv a money will be distributed equally among the four banks. P. Stikeleather was given permission to pat in a galvanized iron front over warmicnaers urug store, souu main. B. J. Alexander complained that his property bad been damaged by the im provements to Bailey street, and Messrs. Baird and 6tarnes were appointed to in veatis'ate. 7The Board authorized C. W. Thorn- burg to collect tbe city's band instru ments and use them in the band now being organised. Areqaestof tbe market bonse men, that tbe market be kept open from 6 a. m. to 8 p. m. was referred to tbe market bouse committee. Tbe Board tbea went into the election of a policeman, five ballots being neces sary to choice. One member, oa the fourth ballot, -voted for R.P.Walker, and evidently - thought he had done aometbing very funny. On the fourth b!lot B. W. Greer was elected. There are now thirty-seven convicts in the county chain gang. Geo. W. Tilson has been suffering from rheumatism, but is improving. W. J. Postell bas opened a grocery store on College street, one door west of Kroger's. Geo. E. Sutton of New York is on a visit to Asheville, and will spend some time here. Rev. R. F. Campbell and family are now housekeeping in the Byrd house on Grove street. There are now about lOObourdiug pu pils in the Asheville Normal and Colle giate institute. The regular monthly meeting of the Joint Board will be be'.d Monday after noon at 3 o'clock. Dr James Ilcdley will lectrue on "The Sunny Side of Life" in the Southern Busi ness college on Tuesday evening. The ladies of the Flower Mission will meet at the residence of Dr. Burroughs on Monday afternoon at 4 o'clock. Herbert D. Child, whose legwas broken in a coasting accident a few weeks ago, is improving at a very satisfactory rate. Chas. L. Hart, Del Hollingswortb. H. McQuiston, D. W. McGirr and S. W. Smith of New York arc at the Swan nanoa. W. M. Connery, of the Connery Boiler and Pipe works, Philadelphia, arrived yesterday. He is here looking into the standpipe matter. "Mrs. John M. Campbell, of Asheville, wife of Senator Campbell, of Buncombe, is at the Varboro," says the Raleigh News and Observer. Contractor E. A. Poe has completed the roof of the new pump house at the water works. None ot the new ma chinery has yet been set up. Charlotte Observer : Mrs. W. A. Blank ensbip left for Asheville yesterday morn ing to join her husband, who a month or so ago accepted the Southern Express agency in Asheville. Goldsboro Argus : R. R. Bridgers, for merly of the R. & D. R. R., but now a citizen of Asheville, was in the city yes terday, returning home from a visit to relatives in Wilmington. Eugene Gudger, a pupil at Bingham school, while playing at football toda, collided with a playmate with the re sult that young Gudger bit a hole en tirely through bis tongue. The Patton avenue paving force will reach Bailey street this afternoon, on the south side. The grading for the paving on the north side has been done from French Broad avenue to Grove street. J. D. Murp'uy, for J. B. Worsley, asked the Board of Aldermen yesterday for permission to move the old bearden from the north side of Patton avenue to tbe south side, and the matter was referred to Mr. Leonard. Rev. J. L. White, pastor ol the First Baptist church, will preach tomorrow morning on the subject: ' How shall I be good ?" At night. 7:30, "The Damning Sin." The public and visitors in the city cordially invited. Mrs. Manage Allen of England, who is laboring to have the people prayerfully study the Bible, will preach in the chapel of the colored industrial school on Col lege street on Sunday evening at 7:30. G, Mitchell yesterday, and mu sic was furnished by a quartette com posed of Miss Ililliard, Mr. Jones, Mr. Hull and Mr. Campbell. Hon. Theo. F. Davidson and Col. W. E. Williamson left this morning for the Indian river country, in rlorida. rrom there they will go to Cuba for a short stav, then to Vera Cruz and the City of Mexico, returning through Texas. The trip will consume about six weeks. The meeting of tbe Buncombe county Teachers' association in tbe Southern Business college this morning was well attended, and the discussion of educa tional topics very interesting. Tbe most important question discussed was: "Should tbe State of North Carolina au thorize the school districts to vote addi tional taxation for public schools?" The bill to incorporate the new town has passed third rcadiug in the House of Representatives. The mayor will be J. E. Rumbough. and the commissioners T. S. Morrison, Jas. Joy uer and Locke Craig, wbo will bold office until their successors are elected) and installed. The election will occur on the fiist Monday in May. The territory included in tbe new town is that the annexation of which was con sidered but abandoned, because of an ad verse sentiment, by the town of Ramoth some time ago. Tbe boundary lines run as follows: Beginning at tbe Asheville incorporation line on Noith Main street, running with that street to the creek beyond J. E. Reed's house.tbcnce with the creek to the French Broad river, thence up the river to the Asheville line, and with that line east to tbe beginning. The new town will include tbe bulk of the property of the Asheville Loan, Con struction and Improvement company, and the properties of T. S. Morrison, J. E. Rumbough, Locke Craig, Capt.
