The regular monthly meeting of the Joint Board was held yesterday after noon, Mayor Blanton presiding. Advi sor Williams and Aldermen Leonard and McDowell were absent. Assistant City Clerk Boiling took the place of Clerk Young, who was detained at home by illness in his family. Duff Merrick, representing Mrs. S. C. Dufficld, called the Board's attention to damages to his client's lot on West Hay wood street, opposite the Melkc house, by reason of the widening of that street. Referred to Advisor Hunt and Green for renort next Friday. Alderman Gudger moved that a 4-inch water Dine be nut down on 1'ine street. Alderman Starnes moved as a substitute that Water Works Superintendent Ingle be instructed to repair the pipe on that street where it had frozen and burst, and the substitute was adopted. HI a ud pipe Bids. Mr. Gudger then moved that the meet ing go into the consideration of bids for the construction of a stand pipe. This was opposed bv Mr. Starnes, who thought the Board should wait until it had heard from its reservoir committee, Mr. Gudger's motion prevailed, although before it came to a vote he had forgot ten what his motion was. A bid wns submitted by Walsh & Wcidntr of Chat tanooga, who proposed to construct a standpipe 25 feet high and 45 feet in diameter, using the old steel, for $5,141. The Connery Boiler works, of Philadel phia, made a bid lor tne work, tne price being $2,095. This firm also offered the city $300 for the old steel if the standpipe should not be rebuilt. The extremely low bid of this firm, the head of which was present, favorably impressed several members. Mr. Starnes moved that the Connerv bid be accept cd. This brought out Alderman Wad- dell, who thought the replacing of the standpipe a waste of money. YVhv, he said, "the filth and dirt which accum ulated in the old pipe should deter us from putting it back. There was no way to clean it out.
