"AH will be delighted with the appoint ment; all of the people love him." is what Representative Oate said of the nomina tion of Hannis Taylor, to be Minister to Spain. Oates should know, for it was at his suggestion that the nomination was made. Taylor is a la wver living at Mobile, and bis reputation is of the best, one of hia arguments made before the Supreme Court in opposition to the constitution ality ol the anti-lottery law being in evi dence on that point. First of all, how ever, Taylor is a scholar of high attain ments. His contributions to Historical literature have marie bim well known to literary men, although he is compara tively a young man, being in bis 4lst year. His life work is the "Origin and Growth of the English Constitution." But one volume of this work has been published as vet, but it has already been adopted as a text book in seven univ sittes. The (act that President Cleveland has been making exceptions to his "no-reappointment rule bas given much encouragement to those ex-officeholders who are again candidates for federal positions. It was in the belief that the President did not contemplate that strict adherence to the rale with which common report bad credited bim, thai caused reprtsenta tive Meridith of Virginia to present to Cleveland vsterdav the name of Col, Catlett Gibson of Culpeper, Va , for the position held during Cleveland s first in cumbency of distiict attornev for the eastern district of Virginia. Meredith was not left lone in doubt that he had interpreted the "no ex" rule too hope- tully. for Cleveland quickly put a dam ucr on Col. Gibson's aspirations in these words: "1 might as well be trank witu you, Mr. Meredith, 1 can't appoint your mend. Meredith states that the "no ex" rule is still in force and that this rule alone barred Col. Gibbons Iroro securing his old position. WILL TAKE IT I P ! of the Inlnred PasaenKers Was From Asheville. An account of the serious accident on a switchback" at Raleigh, in which a number of pupila of St. Mary's school were injured, was printed ia The Citizen yesterday, although the name of one of those injured was not Riven in the dis patch. Miss Sadie Johnson ot Asheville, was one of the injured, although her hurts were not erious. The following account of the accident ia taken from the Raleigh News and Observer: One car was started from the end ot the track next to the grand stand and had proceeded a short distance when the other car was started from the other end by Mr. A F. Bowen, who was in charge of the switchback. He meant it to go on the other track, but when it had left his hands and struck the switch or frog, to the horror of all it lumped to the wrong track and shot like an arrow down the rapidly sloping track to meet the other car coming in the opposite direction on the same track, livery heart stood still and the blood chilled in the veins, for the awful crash which was coming was fore seen by everybody, and there was no human means of averting: the disaster. The cars met at the lowest point or the track where both bad attained their highest velocity and momentum, going at the rate of a. railroad train. The crash was followed by grinding of wood work and cries of agony. The scene which followed can scarcely be described in language. A view of the telescoped carnages showed that the end of one had been broken off. and thrown back upon the other, so that the iron axle was exposed and jammed against the opposite car. Kalbigr. N. C, Apni 6. Among toe children hurt at the switchback accident, was Frances Hodgsan, neicc of Frances Hodgson Burnett. She, as well as the others hurt are better. No deaths have yet occurred. The scene of the fad is laid in the fvrol, and the cure is ef fected by the patient walking about in bsolute nudity a certain number of hours each dav. The promenade consists in going down the sides of a rather high mountain and climbing up again, anrt the efficacy of the treatment is vouched lor in English society, at least, by the statement that it has entirely cured the wile ot a prominent member ot parlia ment. James Lcniion, the Lake Shore engineer who w is found guilty of contempt of court according to Judge Kick's decisions, has, in obedience to the instructions of his attorneys, re fused to nay his fine and has been for mally arrested. His attorneys will appeal the case to the Supreme court of the United States for a writ of habeas corpus, and it will come up at Washington as son as pos sible. The Brotherhood of Locomotive Engineers will fieht the matter to the bitter end, realizing that a final decision is of vital importance to their organiza tion. The Barnacles are doing. Washington. Aonl 1. It is not too much to say that Mr. Cleveland's ad ministration has achieved better success in wielding the broom than any ad' ministration since the war. The time-servers and barnacles who have long fed at the public crib are in actual terror, and a good many have already walked out of omce, or rather have been kicked out. Four years of Mr. Lleve land's service has made him quite la mil iar with the details of administrative work, and his cabinet of officers have set themselves diligently at work to weed out the supernumeraries, cut off the sine cures, and lop off the barnacles. Harry Martin, stepson of Senator Vance of North Car olina, shot himself yesterday in the breast at the residence of a lady on I street. One report in circulation is that he proposed to the yount lady, was re jected and then shot himself. Friends ot both parties s ty the shoot ing was accidental, and it is impossible to obtain the exact history of the cir cumstances attending tbe affair. Martin is reported to be in no danger of death. Tbe morning session of the Behring -Sea court of arbitration today was dull, not even the eloquence of such pleaders as Attorney General Russell and . C. Carter awakening in terest. Even the members of the court seemed bored, and it was noticed that the august head of Sir John Thompson, one of the British arbitrators, frequently nodded, suggesting the suspicion that he was tempted to slumber. Shepard and children left this city today for Ashe ville, N. C, where they will remain for a month or more as guests f George Vanderbilt. Mrs. Shepard has been suffering from nervous prostration since the death ol her husband, and her brother has invited her to seek rest and renewed strength in his beautiful North Carolina retreat. It Generallv Brlnsra About tened Nose, New Orleans, April 6 Andy Bowen of New Orleans, and lack Burke of Houston, Texas, will meet tonight at Olympic club in a fight to the finish for a purse of $25,000 and the light weight championship of the South. Advices from training quarters are to the rttect hat both men are in tip-top condition. Bowen will arrive from Covington this morning. Burke, who is training at Carrollton, will remain at his quarters until it is time to go to the club. Both men are gamy and scientific, and a long fight may be expected. President's snmmer Residence. Washington. April 5. By the end of the present month it is expected that the Middleton place, on the Woodly Lane rocd, will be ready for the occupancy of President and Mrs. Cleveland, who have leased it for a term of years. The house is a large old-fashioned structure, roomy, comfortable and occupying an ideal loca tion. Situated on the south side of the Woodly road, and to tbe east of the fine country home of Mr. Gardiner Hub bard, the house stands on an elevated knoll surrounded with fine old oak trees. April 6. -Joe Dunfce of this city and Don Donovan of Cleve land, met tor a glove contest at Maple Bay, an Onondaga resort, last nght. In the seventh round Donovan was knocked senseless.. Martin, auditor of the Charleston, Sumter & Northern railroad company, was drowned in tbe harbor yesterday after noon. He, with Col. Knox Livingston, counsel of tbe road, was out sailing in a small boat which tipped over. An Assessment Needed Washington. April 6. Tbe report of the examiner in charge of the Commer cial National bank, Nashville, Teun., in dicates that it will require an assessment of about 80 per cent on the stockholders to pay off its indebtedness. Little Rock, Ark., April 6. The Sen ate passed a bill yesterday conferring on the women of Arkansas the right of suffrage, making them eligible to mem bership on the school boards. At the monthly meeting yesterday of the board of managers ot the North Car olina Society for the Prevention of Cru elty to Animals, the secretary read a let ter received by him several days ago from Secretary Davis, of the American Humane association. congratulating him upon the success of the pigeon shoot ing case in the lower and Supreme courts. In conclusion Secretary Davis says: "The decision in your court will go far toward the abolishment in the end of all such brutality in every State. You have done a good work and I shall take oc casion at our next convention of anti cruelty societies to call special attention to it." A Fizzle. Chicago, April 4.
