Tbe first installment of the history of the administration, published yesterday, was interesting to every citizen of Ashe ville, and was eagerly read. The second chapter is printed today. Early in August, 1891, the ten-cent fare, promulgated by Col. Martin on the street railway, begat' to wake the ech oes, and on August. 14 it was dis cussed. Mayor Blantcn taking the posi tion that tbe Board -could not help itself. A committee from the Commercial club called on the Board on August 21 and reported that Gen. P. M. B.Young (now minister to Guatemala and Honduras) had been overpaid, for paving, $2,019 80, a matter with which almost every man in Asheville is familiar. The committee's n-port was referred to the finance com mittee. Mr. Starncs called attention to I he electric light poles left in tbe streets. Nothing was done. About this time there began polite hints that the street railway company was not obey ing its charter in keeping its roadbed ii repair. At this stage of the story the Aldermen got into trouble by passing an ordinance which said that a man should be fined $50 for working on a bouse for which a permit had not been given by the Mayor and Board. This was aimed for a death blow at tbe hospital, but the city got the black eye instead, as has already been told. Mr. Starncs was the only negative voter on tbe ordinance, bis reason being that "the Board should not fine a laboring man for earning a living honestly." On the 6th of September Thb Citizen urged editorially that the People's Light, Heat and Power company have a penalty ot $10 imposed tor every light not burning. It was never imposed, as the company was a pet. The; sate Bee Tree. There appeared in Thb Citizen on September 10 tbe first allusi n to Bee Tree as a source of water supply, which was espoused so warmly for long time by Advisor Hunt, from an interview in this paper the next dav however, it appears that Alderman Gud ger was tbe first advocate of the scheme. In the same interview Mr. Oudger ad vocated a reservoir where the city could store one month's water sup.-jlv. The fallacy of such an idea was shown in the paper next day. , Capt. T. W. Patton and the late Col, R. McBrnyer, who were appointed to look into the question of the ten cent tare, on September 11 reported that the Board had the power to regulate the lares. Deferred a week. The office of street superintendent was abolished on the 18th of September, upon motion of Mr. Starnes. The in cumbent, Mr. Clayton, was not a rrla tive of any member of the Board. At this meeting W. B. Gwyn tendered the ex tension of Charlotte street and it wa accepted on motion of Mr. Starnes. At the next meeting I. W. C. Deake com plained that tbe street was only 45 feet wide and that be bad to pav taxes in tbe city although be got no citv lights nor citv water. Everybody will recall the lon struggle Thb Citizen had with the drays and wagons that once hovered around the sauare. It was victorious in tbe end, however, Mr. Starnes himself clearing be square, and the wagons have never come back as a nuisance since. The conclusion of Thb Citizen's report of the meeting of September 25 follows: "The street car fare committee asked continuance for a week, as the citv at torney had not been able to get up his opinion on the matter." No report was made by the committee on the Young overpay. More About The Overpay On the 30th of September another re port was made through Tar. Citizen on tbe Young overpay, showing that Young did bis own measuring of that part of the square for the paving of which be was overpaid. At the meeting following no attention was paid to the report, The meeting on Octobet 2 was favored with a report from the city attorney. to tbe effect that the city had a right to regulate street car fares within the bounds of reason. Tbe ten cent tare committee made a minority and majority report to tbe meeting on October 9. The majority by Aldermen Brevard and Leonard, did not recommend a change from tbe present vote of fare. The minority report by Alderman Starnes said "I disagree with the above report, and recommend a change to the old five cent fare, with transfer." Tbe Young committee did not report. At a special meeting October 13, the ten cent fare was up by a wide margin and postponed till the following Friday. When tms time came a resolution was introduced by Alderman Gudger provid ing that there should be a return to the five cent fare. Alderman Brevard intro duced a resolution stating that "in the opinion of the Board there has been no violation of the rights of the company under its charter. 1 be vote on this stood: Ayes, Brevard, Leonard and tbe late Mr. Reynolds 3; nays, Gudger, Mc Dowell and Starnes 3. Tbe Mayor un tied tbe lock in favor of ten cents aud the crowd fell over itself, getting out into tbe fresh' air. At tbe meeting on October 30, on mo tion of Mr. Starnes. Gen. P. M.B.Young was given till November 15 to appear before the Board and show cause why suit should not be instituted for collec tion of the overpay It was at this meeting that Chas. Waddell was made superintendent of tbe firm alarm system at $15 a month. Mayor Blanton stated hat be had telegraphed Gen. Young to tbe effect that the city would institute suit to collect whatever might be "over' paid." TtjsB Bonds Wllbdrawn On November 13 tbe Mayor brought up the question of withdrawing from the market tbe improvement bonds, and on motion of Mr. Starnes thry were witb drawn for the present. I": was agreed without coming to a vote, that nobody should be allowed to advance money to do any work and then have the raonev thus spent go on his taxes. Mayor Blanton reported on the 20th of November that be had beard from Gen. In a local article in The CitizeH De cember 7. anent the failure of tbe Peo ple's Light. Heat and Power company to light tbe city, it appeared that Messrs. Brevard, Undger and A&cIJo well votea to extend tbe company's contract. In the same article Mr. Starnes is recorded as approving tbe extension. December X2 the city engineer was instructed to get up a chain of title of the city ball property and have it prop erly registered. The last session ot tbe year 1891, was held on December 18, and on motion of Mr. Gudger the city attorney was in structed to institute proceedings aarainst Gen. Young for the collection of the over i ne v ear '9a nscirisia. The first few meetings of 1892 were rather dull, the only item worth note being the rejection on January 29 of Coffin & Stanton's proposition for the purchase of bonds. Messrs. Starnes and Brevard favored tbe proposition. The Citizen s repoi t ot the meeting on February 5 had tbe following intro ductory paragraph: "There was one thing proven beyond any sort of doubt at the meeting of the Board of Aldermen yesterday afternoon, and that was that the new member, Mr. Waddell. proposes to see the city run on business principles." I be lustibcation tor this was that be proposed an ordinance providing that Ihe clerk open a set of books, show a balance sheet to tbe Board on the first ot every month, and that no claim shall be paid .unless audited by the finance committee and approved by tbe Board of Aldermen: that tbe personal property of the city shall be marked so as to be readily identified, and that the head of each department shall furnish a full list ot property in his control. Kelerred to finance committee to report at the fol lowing meeting. Before tbe meeting on February 12 Mayor Blanton declared to some friends that Dave Hill was the greatest man on earth. That was about the time there was talk of a Hill club here. In the meeting the offer of Blair & Co., to pur chase $34-3.000 worth of bonds at par, less a commission ot 10 per cent., was ac cepted. No mention is made here of Mr, Waddell a services, tor whicb he now asks compensation, nor was his ordi nance brought up. The Joint Board, stimulated by the sale of the bonds, at its meetiug on Feb ruary IT talked over contracts tor grad ing, etc. On the following day two con tractors asked further time for filing their bonds. Mr. Starnes moved that all macadam taken up on streets to be paved should be piled in a heap until need, but there was no action. Mr. Waddell s motion was reported back adversely by the finance committee on February 19, and a substitute offered by Mr. Oudger was passed instead Messrs. Waddell and Marnes voting no At this sitting the ordinance creating the Board of Health was introduced by Mr Starnes and adopted. Honda Filed. While the Joint Board was in seasioc February 26 Webb. Oaten, Eskridge & Co.. the contractors. ;filed their bond and John Boiling was made assistant city clerk. Delay was begun by allowing A. M. Smith another week in which to file his bond. Before the Aldermen Mayor Blanton said he didn't believe Gen. P. M. B. Young was overpaid a nickel. This was brought out by the receipt of a communication from the Commercial club, inquiring if it was the intention of 1 he Board to pav without contest the balance supposed to be due on the Young paving job. The inquirv wa tabled. Mr. Gudger felt deeply grieved because of the inquirv and declared the club did not treat the Board respect fully although it had but asked a ques tion. (Concluded Tomorrow.) The Observer's Washington correspond ence says : It is understood that N. B. Broughton, of the printing firm of Ed wards & Broughton, Raleigh, is endorsed in eleven states for the position of public printer. A leading member of our dele gation says he will do what he can to help Mr. Broughton get the position. The place promised Hon. Y. II Kitchin by Senator Ransom is in the Treasury department. Senator Ransom went home yesterday to attend a Northampton county mur der trial this week. Senator Vance will endeavor to get re leased from the pending election cases in the Senate and go to bomwooo m later than Wednesday. It is considered probable that both Capt. T. R. He has secured the site from tbe Southern Im provement company, and E. H. Britt, the contractor, will begin putting in the stone foundation for the mills tomorrow. The site is ou the French Broad river. just inside the city limits, and near the mill of the French Broad Lumber com pany. special meeting ot tbe Board ot A.1 dermen was held yesterday afternoon, attended by Mayor Blanton and all of the Aldermen except Mr. Oudger, to hear a reque'st made by Mr. Graham through J. E. Dickerson for a water supply. The Board, after discussing the matter, voted to give Mr. Graham the use of tbe city water for tenement houses and fire pur poses, tor lO years, free of charge, Mr. Graham to furnish all necessary pipes. The Senate committee on finance today ordered a favorable repot t on all nominations be fore it, including that of Eckels for comi- troller of currency. Frederic 'Wenr Dead. Frederick Wehr, president of tbe Ger mania Fire Insurance company of Balti more, died last eight at tbe S wan na noa hotel. Mr. Wehr was 79 years old. and with bis wife had been spending the winters in Asheville for several seasons past, to obtain relief from catarrhal troubles. The immediate cause of death was paralysis. The widow left tor Balti more witb the remains today. Fire at Dncklown. Ducktown, April 11. Part ot the smelting works of the Ducktown Sul phur.
