Then given the administra tion of one unscrupulous President and we should presently become embroiled in quarrels with halt the earth, so great would lie the temptation to use th minhtv power intrusted to the Prcsi dent, the commander-iu-chief of the army and navy. It is a curious fact, too. th:, t while thousands of citizens would regard with something little short f horror the corresponding increase with the naval forces of the standing army, they still see no menace to their liberties or on terests as a peace loving nation in hun dreds of war ships. We have no business with the Sand wich Islands at all on the ground that tbey be mcessary in time of war, for we are not a fighting nation, and it is al most among the impossibilities that we should be attacked by any nation large enoueh to give us a moment's uneasi ness.
