Ecklcs was the guest of his predecessor, ex -Comptroller A. B. Hepburn, at dinner at the Union League club, last evening. In the course of his spcach, on being toasted, Mr. Ecklcs said: "It is not I lie time of the panic because wc have passed the eriod in oar his tory when panic is a possibility, but it is one of slow liquidation, the result of un due Speculation and unwise finaiiciul legislation. Nothing is to be gained by taking on fright that is unwarranted by cither the immediate past or immediate future. What the American people ought to do in the midst of the failures that have occurred is not to give way to the uncullcd for alarm but lo study thechar- nctcr of the institutions which have failed, -the causes which hare produced them and the localities in which they have oe cur red. After such study, let them view the solvent iiistittitionsevcry where about them and the conclusion that must ir resistibly follow is that the legitimate life of the country is not threatened, but instead will come out of the present tur moil inc stronger ior naving iiaoscu through it. In the conservative business rcntrcs failures have been few either in banking or other lines. "Had banking at any and all limes is dangerous and must eventually bring distrust upon those who encage in it. The present stringency hs simply has tencd the closing of sonic banks because they were inherently weak; others have closed as the resultant ciicet 01 naving kent alive the operations of speculators in the extreme West and in portions of the South. 1 lie art has not as yet been discovered of making something out ol nothing, and the financier who stakes his all upon an unbuilt city, reaching out into the waste places of the earth, must bring about the ruin ot liisown and kindred institutions which hate trusted in him and pinned their faith to assets vet unborn. I be disasters nave laiien upon the speculative institutions 111 the boom cities ol the htatcs ot wnmiingmii, California. Colorado, Kansas and Mis souri, which have in turn injured solvent ones, but the Stales ol Mew Knginiui ana bast and Middle States and those ol the Northwest, not less than of the South, have thus far escaped, and will la-cause the foundation upon which llicy arc buildcd is of rock nnd uot of sr.nd." I THE (SOUTH CAROLINA. CASES. District Allornev Ulenn Up to Have a Talks. Today Collector Elias announced the appointment of T. G. Phillips, Mitchell county, to the position of brandy gaugcr, at a salary of $3 a day and ex penses. U. S. District Attorney K. B. Glenn, who "fought" in the last campaign, and whose admirable speech here will be re membered by every Democrat in Ashe ville, came upfront Winston yesterday to have a talk with Collector Elias. He mentioned a couple of his Iricnds to the Collector, who save the Attorney a nice new pencil with which to "make a note" of a lew things the Collector told him. The pencil was accepted without a for mal Bpcech, but Mr. Ulenn remarked that presents of this kind were duly appre ciated and proceeded to make a note. Mr. Glenn looks as vigorous us ever, and seems hardy enough to meet half a dozen Maryann iiutlcra ou tbe stump 11 necessary. Collector Elias recently asked Commis sioner Miller about the increase in the number of division deputies. The Com missioner replies that for the present tbe increase cannot be allowed. Shelving and cases are being put iu on the third floor of the government build ing, and when the work is completed the old papers and records that are now stored in the old collector's oflice on North Main street will be removed to their new storage places. The govern ment is now pay inn $5U a month lor this storage. The Charlotte Observer savs ol the newly appointed stamp clerk; Mr. Brenlzcr is not only a gentleman of high character, deserved popularity and Gne business qualifications, but he is experienced in the particular line of business which he is about to re-enter, having served in the revenue oflice of this district under Collectors Dowd and Craige, 1885-89, keeping, under the latter, the bonded spirits account, the most dimcult in tbe business. . The postponed leascagainst Vincent Cliicco, for the al leging illegal sale of intoxicating liquor in violation oi the dispensary law came up before Judge Milan yesterday. The State had issued a second warrant in which Sanders, who acted as Chicco'i agent, included. Both warrants were bclore court Tuesday, the first alleging the sale ol three glasses ol beer to Con stables lollcy and Chappcll. The only witness heard was constable lolly, who swore that he bought beer July 1 1th from Chicco once only, and in the presence ot lliappcll. lie alhrnied that he never purchased any on that day in the presence of Pepper. Lawyer Uisscll argued mat inc nrsr. warrant only was before the court and that Jolly's testimony proved it to be lalse. lie asked for the dismissal of his client on tnat warrant, justice Milan con suited Solicitor Jcrvey and decided that inasmuch as tbe sale ol the liipior was a material point and not to whom it was sold. Chicco wilt be bound over to tbe first warrant nnd that the second lie dormant. This was done. I.awer I!n sell threatens to begin habeas corpus ni oceedinirs upon his evidence. While the community is in favor of the enforcement of the law. there is deep in dignation ut the outrageous conduct ol constables on Saturday. Hoyne repper, the constable who tried to shoot Chicco on Saturday in a trial justice'softice, has lircn bound over in the sum of $500 for trial at the county sessions for assault and battery with intent to kill. I 8.000 MEN OUT OK WORK. The Maneuver That Trvon or dered Waa Inipractlble. Vali-eta, Malta, July 19. The first witness today before the Victoria court martial was Kcar Admiral Markham, whose flag was flying on the Camper- down at the time she ran into and sunk the Victoria. When questioned as to the impression made upon him when the signal ol Vice Admiral Trvon was hoisted on the Victoria ordering that the dis tance between tbe two columns be six cable lengths, Kcar Admiral Markham replied that when the signal was read he said to his flag lieutenant that the movement was impossible, since it was an impracticable maneuver. The Kear Admiral then reported the story of the signals as contained in his despatches to the admiralty. He said that when be signaled to tbe victoria that he did not quite understand the signal the Victoria answered that the Campcrdown was delaying the maneu ver. It then occurred to tlic witness that be was to put the helm of the Cam pcrdown down and turn her iu points to starboard, while the Victoria would ease her helm aud circle around outside of the division which was being led by the Campcrdown. Till) DENVER HANKS. Two Bleu Killed. 20 ExcursoulsU Inlared-Vnusual Place For a Hallway Accident-I-'lre Nar rowly Averted. Buffalo, N. Y., July 10. An excur sion train carrying the Sunday schools of Bethany and Ucthlchcni churches ol Buffalo, on the Western New York and Pennsylvania railroad, was wrecked at East Aurora at 7:30 last night. One man was fatally injurcu nd crliaps 20 ersons were more or less seriously hurt. The two engines were crushed into masses of twisted steel and, lying in the bottom ol a turntable, were coverts with the timbers, glass and irou of the first two coaches. These conches were filled with excursionists, and that they escaped with no more serious injury is almost a miracle. As near as can be learned the accident was due to carelessness. The evening local train from Buffalo to East Aurora has just pulled into the station where it stopped. Engineer Holland had taken his locomotive to a turntable, prepara tory lo heading it towards the city for the morning trip. The switch was left open, as the engineer intended taking his engine out on the main track and back to a sidint; for the night. Just be yond the turntable is a sharp curve and beyond that the track rises on a heavy grade. The engineer of the incoming rain saw the danger, but too late to stop the train, and it piled into the pit on top of the engine already upon the table. The baggugc car and first two coaches are a complete wreck. 1 he scene in toe wrecked coaches was almost indescribuble, women and chil dren being thrown under and over scats and through windows, cut with flying splinters, their limbs broken and bruised. 1 he cars took hre. but the additional horror was a verted by the prompt action of the village fire department. Citizens rusbed to tuc rescue una doctors were summoned from this city. The injured were speedily relieved and all possible attention was given to them. ANOTHER CONVENTION. Tbey Still Continue lo See Trouble Ahead. Denver, Col.. July 19. The lollowing notice was posted on the doors of the State National bank : "This bank will not be opened for business this morning Depositors lie pain in lull. At the hour of opening for business, crowds had as semblcd at the different banks, nut mere did not appear to be the same excitement among the depositors as existed yester day. The doors of the German National bank did not open for business at 10 o'clock this ntoriiinir. No notice was posted on the doors, but it is believed it has susiicnded payment. The more con servative clement of the people of Color ado realize that the silver convention held at Denver the first of the week ac complished nothing toward the purpose lor which it assembled, A proposition is on foot to call another convention, which shall aim at the pockets rather than the sympathies of those whom it is hoped to convert to the ideas ot the west. The proposed convention is to be com posed of business men, and tbe direct object which is sought is a combination among tbe merchant's with the intention of diverting the trade of Colorado and adjacent states from the wholesale trajc of tbe cast to that of the south.
