A wait for a quorum was the cause of the delay. Those who were prompt were Aldermen Jones and II. L. Gudger and Advisors Sawyer, Nichols. Redwood and Gwyn. Aldermen Cosby and Westall came in ut the hour stated and business went on us follows: The reports of assessments for paving on North Main, Haywood, IUixton, Rob erts, Willow and Church streets, ami Mcrrimon and Potion avenues, mad. out by City Engineer Lee, were adopted. The street and finance committees rec ommended brick for the Church street sidewalk as follows: On the east side from the Sondley building to Willow street, and on the west side from l'atton avenue to the northeast corner of Ceutral church lot. The church people will pave in front of that edifice. The cost of the east side will be about $335 and the west side about $100. On recommendatian of the street com mittee the repairing ot the South Main street paving between court place anil Kajjle street was deterred. The question of a settlement with the Asheville Loan. Construction and Im provement company, for sewer lines ap propriated by the city, was re-referrcU to the committee. The following hills were ordered paid : Noyce & Burton, $48.11: J. A. Murdoch. $7.50; l'cnniman liros., $25.75; street payroll, $2'.'7.35; Corn & Trov. $405.0!); Hrowti. Northtio & Co.. $7.05; j. b. Dickerson & Co., $2.20; C.ovan l'ressley. $50; VV. II. Westall, $00.57. The Aldermen at Work When the Aldermen came to order the Mavorrend acominunication from Cobb & Mcrrimon in which that firm declined to appear as counsel lor the city in tin dainatre suit in which the vitv is defend ant and Mrs. Ionian plaiutilT. Maj. Chas. M. Stedtnan, one of the city's counsel in this case, had something sav privately to the Hoard to in connec tion with the suit, and Alderman Jones left the room. He is one of the counsel tor Mrs. ordan. The Hoard then went into another room and consulted Mnj Stedman, came in again, Alderman Jones returned and business went on The action of the Board on the report of committee on a compromise with Hr. I. A. IliirroiK'lis was reconsidered, and the matter re-rd'erred to the com nut tee. The water meter micslion was (lis cussed ot some lencth. being brought up by a report from Advisor 0 wyn and Al- dermau Westall. They were impressnu with the Thompson meter, which is smaller and simtiler than the Worthing ton meter, samples of both of which were before the Hoard. Ii. S. Klliott, a plumber, showed the members how the Thompson meter would wink both wavs in other words, would umcgister whatever had been registered. As this would occur only when the water is cut off and a suction started in the pipe, the Hoard did not regard this as much ot an objection, believing that the suppplv will not be frequently cut oil. The re port was adopted, and the question rc-rcferred to the committee and the city attorney. Hucksters renting the new stalls in the market house between now and Septem ber 1 will have to pay no rent until that date, on motion of Mr. Westall. This is done as a dull-season induct incut. The reports of assessments on various streets were adopted. Hcliool Committeemen. The question of selecting two members of the city school committee to succeed H. A. Gudger and Dr. 1). T. Millard, whose terms cxmrc the Dill nisi., was taken up. T. W. branch presented a pc tition reciting that five out ot the six committeemen live in the east ward, nnd asked equal representation. The peti tion was signed by over 50' well known West ward men. Mr. lones then asked that the members be allowed to retire and consult. The request was granted and the consultcrs tiled ut. I'ilteeu minutes passed and the consultcrs tiled in again, upon which Mr. Westall stated that but for the netition he would be op posed to any change. Rallots were then prepared and the voting resulted in the election of Dr. John II. Williams and A. Kankin us school committeemen for six years. Building permits: N. A. Collins, 5-room house on Pulton street; Dr. M. H. Fletcher, stable on Haywood street. A. C. Sexton was elected a member ot Hose Company No. 1. Wbat itae Law 8ml.. The following is one of the clauses of the law in regard to Ashcville's public schools. This provision is not observed to the letter, the superintendent beiujj elected to that position alone. Each ol the schools has a principal. Section 330 of the city laws and charter say s : "The school committee created by this act may elect annually a superintendent of the schools established under this act, who shall be the principal of the graded school for white children, if the same shall be established. The said superin tendent shall examine all applicants lor teachers' positions in the said schools and issue certificates to the same, and shall do and perform such other duties as may be prescribed by said school com mittee." Alderman cMarnea condition. Alderman Starncs' condition today is about as it has been for the nnit two days. lie is holding his wn. and while not yet out of dan ger there is a much better prospect lor bit recovery than at anr time since tie became seriously ill. The pitch was put on today. Overseer Baird set his force to work on the paving between the court house and the Legal block thii afternoon. Next Thursday afternoon at 4 o'clock is the time for the beginning of the base ball game at Carrier's track, for the benefit ol the Fluwer mission.
