I'ahis, Aug. 15. Tlic decision of tlie Bcliring Sua tribunal of arbitration was handed down this moriiius. The five points of Artiele VI. arc decided against the United States. A close sea son is established to bejjin in May and to continue until July 21. This close- season shall be observed both in the North Pacific Ocean nnd in the Behring Sea. A protected zone is established, extending for GO miles around the islands. Pclagie'scaling is allowed out side the zone iu the Behring Pea uym August 1. The use of fire arms in sealing is prohibited. The American arbitrators have ex pressed their satisfaction with the text of the decision. Baron de Courccl, after the decision was rendered, thanked the arbitrators for the close and intelligent attention they had brought to bear upon the case. Lord Uannen and henator Morgan, in replying to the president of the tribunal, acknowledged his courtesy and hospi tality. The American arbitrators believe that regulations decided upon by the tribunal mean practically the end ol pelagic scal ing and that they are better terms unn were heretofore offered to the United States by Great Britain in settlement of the question involved. The Secretary of State has received cable advices from Paris which confirm the statement that the decision of the arbitration tribunal on all points involving exclusive jurisdiction over Hehriug sea has been rendered against the united Mate; that is to say, the tribunal lias decided: 1. 1 hat Kussia did not assert and ex ercise exclusive jurisdiction in Behring Sea and in the seal fisheries therein prior to the cession of Alaska to the United States. That consequently Great Britain never conceded any sueli rights to Rus sia. 3. That Behring Sen was not included iu the uhrnse "I'aeilic Ocean" is ued in the treaty ol ISL'o between Gieat Hiit- nin and Russia; and . That consequently no exclusive rights ol jurisdiction over llchring Sea ami over the seal iisiiencs tisercin passed to the United States with Alaska under the treaty of 1HG7. 1 lie tnlerence is that it is unucr me last ot the five points submitted to arbi tration by article VI. of the treaty that the concessions as to a close season, a 00 mile protected zone and the prohibi tion of the use of firearms apply. Pall Mall Gazette this afternoon publishes a dispatch from Paris saying that on the question of fact regarding the seizure of scaling visscls the decision of the Behring Sea tribunal is in favor of Great Britain. The paper adds that as a natural result of this tie cision, the United States will give the Canadian sealers due conpensation lor seizures illegally made. The corn crop, I am told, has never been better, while wheat is considerably above the ave-age. Smathers and Iloyt are not so fruitful as common, but have a tolerably fair crop. 1 he directors of the Hominv institute hope to have their new fVuilding com pleted and opened for work sometime during the fall. The southbound passenger train on the New Orleans Pacific railroad was held up by eiuht masked men three miles south ot Mansfield at 8 o'clock last night. Tin men boarded the train at Mansfield junc tion, and when it had nulled out some distance they began "holding up" the passengers. Only a Finall amount oi ensh was secured. No attempt was made to rob the express or mail cars. It is thoUL-ht tbe bandits were frightened off before finishing the job. They jumped Irom the train aud escaped in the dark ness. The commit tee on finance by a practically uunnimous vote this morning decided to report fav orably the bill iutroduecd yesterday by Senator Voorhecs providing for the issu ing of circulating notes to the national bunks to the par value of government bonds on deposit to secure circulation. Mr. Voorhecs will endeavor to put the bill on its passage today. After prayer and approval of the jour nal before a small attendance of mem bers, Mr. Burrows offered a resolution t-ving Charles li. Belknap the right to contest the seat of Geo. F. Richardson from the fifth district of Michigan. Richardson, sitting member, asked that the resolution be laid over until tomor row; so ordered. The silver debate was then resumed, Iutcheson, Texas, concluding his re marks begun yesterday in favor of the free coinage ol silver. llutchcson was followed by Blanehard, Louisiana, who spoke in favor of free coinage. In the Senate today Gordon introduced a bill to suspend for six months the oper ation of the law taxing the notes of National State banks ten per cent. He prefaced its reading with a statement in which he c'anned that the passage ol his bill, if not a penaeea for existing ills, would stop the panic in 15 days. It would, he said, allow the Savannah banks to issue notes sufficient to move the whole cotton crop of which that city is the central port. The bill was referred to the finance committee. Mr. Voorhecs reported back from that committee the bill introduced by him yesterday to enable national banks to issue currency to the amount oi tne lull par value of their bonds deposited. He expressed the hope that the bill would now be taken up aud passed practically without discussion, lie met, however, an opposing force iu the person of Cock- rell who objected to its immediate con sideration, and then proceeded to make an nreumcnt against it as favoring the national banks to the disadvantage of state banks. Mr. Voorhecs said that, as a single ob jection caused Ins bill to go over im to morrow, he would now give notice mat he would call it up tomorrow aud move to put it on its passage, lie was also instructed to ask permission for the finance committee to sit during the ses sions of the Senate and gave notice ot the meeting of that committee tomorrow. The Senate finance committee this morning decided to hold cany sessions beginning Thursday next, dining -which time they will endeavor to reach some conclusion on the silver question. The super intendent of the Philadelphia, mint has received instructions 'from Washington to push the small gold and subsidary silver coiuage as rapidly as possible and it need be to have the mint worked alter hours to get the specie out. Advices from Washington state that the stock of small gold coin is getting de pleted, and the above order to hurry the coinage is to till up the hole that is being made. The work will be commenced at once and the eagle, half eagle, silver halves and quarters will soon be rolling out by the thousands every hour. SODAWATER.
