IT seems to as entirely proier for the Republicans of the House to filibuster and prevent legislation by the Democrats when there are not enough of the latter at their place of duty to prevent it. The Democrats have a large majority ami it should be where it can tnke part in leis lation and be whollv responsible for it. As Mr. McMillin of Tennessee said in the House Thursday, the Democratic pai ty Viq vrtnin duties to perform. It is rea sonably certain that those duties cannot ke undertaken with a large proportion of the Demoratic members louring around the country. Why simply that the time is coming vhcn the ordinary citizen without a "friend in court" will wish in vain to go for a brief respite from town or city li e to the mount ains and forests and coves and valleys of western North Carolina and find them as nature left them. He, wl find instead the forests gone alto gether, and with them the streams, or that the laud is "posted" to his entire exclusion. Of course this day is not so near that we can say it will be in this generation or the next. But remember that even the Yellowstoue and its glories were saved to the nation and posterity too late to escape marks of the hand of tlm ultilitarian despoiler on iis grand sur face. We cannot be sure that Western North Carolina and its more modest, but equally precious natural charms will tare more easily. Our duty in the premises is to name a committee of one, consisting ot every man and woman in the State who loves nature, to keep up an unceas ing demand for the acquisition by the general government of the largest possi sible tract of laud somewhere in l he western part of this State for a national park, forever to preserve fresh and un tainted by "business" or a lew men's pleasure a sample of nature in some ot her most gracious and restful, as well as grand and thrilling moods. The Argus says: "His honor'. charge to the grand jury was n.t on! admirable tor its comprehensive legal lore and impressive tenor, but alsn fur its rare literary merit. Us refined ethic and sound political doctrine. It was a liberal education to all those whose good fortune it was to be in the court house during its delivery." It is pleasant, of course, to see com mendation of a townsman, but Tun Citizen is sure Its motive cannot Ue misunderstood, either by Judye Shulord or his friends here among; whom we count ourselves when we say that this kind of comment by cither the Goldsboto Argus or anv other paper is as sorry stuff as the approval ol Judge Ho . kin by the bar of Marion. Inthetiist place, u is not the business ot the uewspapeis, except under extraordinary circumstan ces, either to praise or to U.-imc a judg .-. Few editors are qualified to do such a piece of work. Such comment is pretty certain to be shallow and to have an insincere ring If they attempt it. Look at the Argus's superlative. They are ridiculous. We are confident that Judge Shufoid would be the last man to claim that a charge ot his to the grand j u ry " w as a liberal education" to all who heard it; or that it had "rate iiteriirv merit." Liberal educations are not acquired in a few moments in a court room or any where else; and a judge's charge has no business to possess literary merit. It is not literature, and cannot by any pos sibility rightly be considered to be that. The kind of comment tbe Argus in dulges In has a mischievous tendency, in that it suggests that judges must look to newspapers for approval of their work rather than to their own consciences. It is setting op a false standard and, generally speaking, a cheap one. The Argus might, howev-r. with doubtful propriety. ay that the bar of Goldsboro bad ' spoken highly of Judge Shuford s charge. If that was tbe fact and if such comment aa the reporter beard appeared to be sincere and not made with the idea of publication to curry favor with the judge; but we do not see how it could go farther unless its editor was known to be a thoroughly qualifier authority on such subjects something we see no signs of in this case.
