In the House today there was a large attendance in the galleries. No sooner bud yesterday's iourual been read thau Uoutclle was on his feet putting questions tu the Speaker as to what had become of bis privileged resolution in relation to Hawaii. The Speaker's replies were not satisfactory to Mr. Houlelle who continued to press his point aud was finally ignored by the Speaker, who recognized Mr. Cutchings, to present a report from the committee on rules. The report provides for sessions begin ning at 11 o clock; that immeuiatciy after the call of the committees each day the House shall go into a committee ol the whole to consider the tariff bill; that general debate shall close January 10th; that the Dill snail then De open to amendment. The previous question on the bill and amendments shall be ordered at norm January 25. Provision is made for night sessions. When the rules were read Mr. bur rows, member of the committee on rules, raised the question of consideration, but the Speaker decided that the question of consideration could not be raised against the report of the committee on rules. Mr. Boutcllc said he would appeal from that decision, but the Speaker declined peremptorily to entertain an appeal. Mr. burrows, however, proceeded to argue that, as the matter bad not been specially referred to the committee on rules, that committee was not author ized to report a code of rules for the House. That point was also overruled by the Speaker on precedents heretofore established. This matter having been disposed of, Mr. Uoutclle demanded that the Speaker should inform him under what rule the Speaker had declined to entertain his anneal, aim was tow very pom ten ly tbat it was not the duty of the chair, on demand or request of the gentleman from Maine, to fnrnlsh him with any Sni- information.
