At 9 o'clock this morning President Debs called n meeting of his directory at the Kevere House, and for half an hour the strike leaders were in close conference. When the doors of the council chamber were un locked Debs announced calmly that he bad officially declared the strike off on certain conditions one being that all strikers should be taken back to work- but asserted that he would make no state ment until after a visit to the general managers. - . SJP It was generally understood, however, that the fact that a conference of the Federation of Labor leaders gave no promise of material aid in settling the strike, and assurances from Washington that government arbitration would be enlorccd were tbecauseof the unexpected action on the part of the strike mana gers. Alter I'rcsidcnt Debs had made his announcement at the American Railway Union headquarters he immediately left bis olhce to call upon the tieueral Man. agers' Association. He said he would submit a proposition, asking them to take back all striking employees. I no strike, it was stated, would thus revert to its original status as a struggle be' tween the Fitllmun company and its em Dloyees, The Debs proposition was presented by- Mayor Hopkins to General Manager Egan, of the General Managers Associa tion, .,wbo said he would call a meet ing of the association as soon us possible to consider it. A reporter saw J. U. Sovereign at 10 o'clock. "The papers to call the strike off were all drawn up yesterday. Tbev contained two provisions: first, that there should lc arbitration, and, second that all striking employees except those charged with crimes should be taken back by thir employers. 1 have not seen Debs this morning, but as arbitration has been secured and as that was what we wanted, a ercat victory has been ob tained for labor.
