The Buncombe county cunvafsing board met in the court bous;at noon to day, for the purpose of counting the official returns from each of the'p-ecihets in Tuesday's election. An organization was effrcreJ by the election of Chas. A. Webb as chairman and J. 1. Mackey as clerk. Mr. Pearson suggested that, fjr the convenience of the Board, the registrar's books from Biltmore and from the Sec ond and Fourth wards be produced. alleging that irregularities were to be found in those records. While the clerk was transcribing the name of candidates on the abstract of returns the question of the production of the registrar's books was again brought up by Mr. Pearson, and the board passed a resolution in effect that allegations of fraud brought telorethe board must be in writing supported by affidavit. J. M. Gudger, jr., opposed the sugges tion and said that the books might be seen in the office of the Register of Deeds. The chairman ruled that the matter should be determined later in the course of the proceedings and the canvass of the returns began. Mr. Pearson read an affidavit signed by G. W. Cannon, alleging irregularities iu the registration of the Fourth ward. and the paper was filed. Returns of Avery's Creek, Lower Hominy, Upper Hominy, Leicester and Sandy Mush, were canvassed, when a motion prevailed for adjournment for dinner. Papers purporting tobenffidavits were read by Colonel Lusk alleging irregular ities in certain precincts, but before hand ing them in for filing the Colonel re marked that the papers were not ad judicated, that is not sworn to, and he retained them. The general talk on the street is that the Radicals are endeavoring to have the Fourth and Second ward vote thrown out, which would, of course, be greatly to the benefit of their ticket, as these wards gave good Democratie majorities. Democrats and Republicans are alike interested in the eanvase and all are watching the'procrrdings closely, and with the greatest interest. The adoption of the constitutional amendments of which there is little question, establishes the following principles : Laws authorizing pool selling and all forms of gambling are prohibited. Election and registration boaids throughout the State must be bi-partisan. No public monev shall be granted to sectarian schools. The legislature is forbidden to enact laws limiting dam ages for injuries resulting in deatb. Personal reeistration is not to he re quired in towns of less than 5,000 inhab itants. Public officers shall not accept passes on railroads or franks from telegraph and telephone companies. The time which must elapse before an alien can vote afler the grant of citizen ship, is increased from 10 to 90 days. Returns for the vote in this city and Brooklyn on the "greater" New York scheme indicate that a majority of the votes have been cast in favor of consolidation.
