BILL TO PAY FOR MANILA-HONG KONG CABLE CUT BY DEWEY RECOMMITTED IN THE HOUSE. Washington, March 30. In the sen ate today the resolution offered yester day by Mr. Jones of Arkansas direct ing the secretary to send to the senate a copy " of the pro ceedings of "th court of in-i qulry called to Investigate the com missary department of the army was passed. Consideration of the Porto Rican bill was resumed, Mr. Proctor of Vermont aiaressiner the senate. He spoke as an unalterable advocate of the policy of free trade between the Island and the TTnited States. At the conclusion of Mr. Proctor's speech Mr. Pettus of Alabama address ed the senate on some constitutional phases presented by the Porto Rican bill. "I will attempt to show," said Mr. Pettus "how the majority of this sen ate has quit the public road the road pointed out by the law of the land: and also show what the result of it will be. "In discussing this question we will get back to the very foundations. The great error of those In the majority here la that they are in violation of all our notions of Justie and common sense. They take their departure In the sense that the United States is sov ereign, in the sense that some Euro pean nations are sovereigns. It is not so and can never be. "We are governed in our relations u-ith these territories by the laws of nation, so they are applicable. The idea is that when territory Is ceaea to the nation that the nation cannot nec- ssarily exercise the powers or Its ror rcer owners, it must exercise accordance with Its own limitations. When we took these Islands we tooK them with the limitation of exercising only such power over them as was pos sible in the conditions in the United States." . . I ASKED $5000 DAMAGES; GOT ONLY 6i CENTS DECISION IN A PITTSBURG CASE IN WHICH CONGRESSMAN WHITE FIGURED. Pittsburg, Pa., March 30. The Jury In the case of Assistant District Attor ney Walter E. Billows, colored, against William J. McCarthy, a prominent restaurant keeper, who refused to serve a meal to Billows and his com panion. Congressman George H. White of North Carolina., also colored, returned a verdict today in favor of the plaintiff for 634 cents. Billows asked for $5000 damages. BELIEVED TO BE FIGHTING. Gen. Hernandez Keportea to De Very Near City of Bolivar. New York, March 30. A special from Port of Spain, Trinidad, says: The steamship Bolivar, due here from the city of Bolivar, Venezuela, yesterday, to connect wijj the European mail steamship, has not arrived. The fact Is regarded as an indication of fight ing at the city of Bolivar. It is reported that General Hernan des is very near the city. Williamson of Leicester township was in town today and gave The Citizen a call. He says the citi zens of the upper Newfound creek neighborhood met Monday at what is known as the Hearn lane, a very bad section of the road leading from Ashe viile up Newfound creek and across the mountain into Haywood county, ana decided to macadamize the lane. In three days more than 300 wagon loads of stone had been used to make a firm stone roadway about 177 yards in length. ihe road is the principal outlet for that section and had become almost impassable. 'Squire Williamson also said, Inci dentally, that in his township the f-'l strength of the party and more will be voted for the amendment. THE LIGHTING CONTRACT. It is expected that the lighting con tract proposed to be entered into by the city of Asheville and the Asheville Eiectric company will be submitted at this evening's session of the aldermen. At a meeting of the Wilmington Chamber of Commerce yesterday after noon the following resolution was unanimously adopted: "Be it resolved by the chamber of commerce that Franklin McNeill and Samuel Rogers have discharged the duties of corporation commissioners with a high intelligence and marked fidelity to the trust reposed in them, and that it is the sense of this chamber that the best interests of the state at large demand their re-election, and their candidature is hereby endorsed. Blames Lillian Russell and Leaves Her His Property. , Niagara Falls, March '30. A sensa tional suicide occurred this morning on Goat island near the spring. A man waded out as far as he could, shot himself three times in the head, pitched forward into the water and was swept down between Luna and Goat islands, going over the falls at the Cave of the Winds. From papers and letters" left behind he 19 thought to be Hippolyte Schnei der of Pittsburg. Letters in French were found addressed to Madam Lil lian Russell, Infanta Dahlea and the Weftinghouse company of Pittsburg. In one letter he blames Lillian Russell for his death and leaves her ail his property. The letters were rambling; and indi cate that the man was insane. COMPELLED TO ADJOURN. Rome, March 30. Ex-Chief Jus tice Lewis, chairman of the commis sion selected by the legislature to have charge of the Goebel reward fund, to day made the follow g statement con cerning the story Bent out from Win chester yesterday that Attorney Scott had proposed to a relative of H. E. Youtxy to give bim a portion of the reward money for a confession of the details of the conspiracy to assassi nate Goebel: :". !"The money was appropriated by the legislature to be used in running down the assassins of Goebel, to be distrib uted as provided, at the first meeting of the reward commission, so much for the conviction of each accessory. The preliminary work is in the hands of Commonwealth's Attorney Franklin, 'and no private citizen has authority from Mr. Franklin or from the commission to offer rewards for confession ot alleged accessories.
