FRANCHISE Amount of Money to Be Paid the City Reduced to One Per Cent of Receipts. The situation at Kingston seems to be improving. Order has been re established and the work of burying the dead and caring for the injured la progressing on an organized basis. The work of sending relief to the stricken city is proceeding with ener gy. Kingston Is receiving supplies, as far as possible, from the Island of Jamaica Itself. The American war ships In the harbor have put on shore all the foodstuffs and medical sup plies they could spare, and the Ja maican authorities have taken charge of the distribution of all provisions in the city. In addition relief is being hurried in from outside quarters. The senate today passed a bill authorizing relief for the stricken island; the people of the British Island of Trinidad have sent a first installment of relief; H. M. 8. Indefatigable has left port of Spain, Trinidad, with provisions, clothing and other supplies for the stricken people; the French Govern ment has started a cruiser from the Island of Martinique, with supplies for Kingston; ' the Maiwiott. The report that a tidal wave had devastated the southern shore of Ja maica had not been confirmed up to a very late hour tonight. The fol lowing Is a continuation of yesterday's dispatch describing the earthquake at Kingston: The awful devastation caused by the earthquake became more apparent as time passed. The shocks were most destructive along the harbor front. Crowds of frightened, shrieking people streamed northwards towards the race course, hundreds with heads and bodies cut and bruised, covered with blood. Those who escaped with .slight injury reported that large numbers of persons were buried under the fall of the stores and tenements. This whole comunlty has been aroused over the mysterious murder of John Moore, a prominent young man of this place. In company with his brother, Thomas Moore, and a negro, named Joe Daggitt, he went to Atwell, a few miles from here Wednesday to secure a cow In part payment for an acount owed to the owner of the store. On the way back the negro and Thomas Moore drove the cow while John Moore was In a buggy returning in another direction. No reaching home, search was instituted for him This morning John Moore's body was fonn- on the roadside about two miles from town.
