PROCEEDINGS OF TUB HOARD OF CHOWAN COUNTY COMMISSIONERS. Edknton, N. C. July 2d, '88. A full board present. The minutes of last meeting were read and ap proved. The following parties were granted License to sell spirituous Liquors for six months: J: Wool, J. L. Rogerson, O. II. Darden & Co., Moore & Wilson, A. L. Gregory, Elias Hoi ley, Hooper & Co., and J. B. Outlaw. The following accounts were ordered to be paid: M. W. Elliott, S 20.00 for taking tax list of 3d Township. W. J. Webb, $9.10 for 2 days and mileage as Commissioner and 1 day and mileage at the Poor House. W. B. Shepard, $23.80 for 5 days as Commissioner, 1 day at Poor House. 1 day and mileage on board of R. R. Assessors at Elizabeth City, 3 days making settlement with Sheriff and Treasurer. T. M. Small, 820.03 for 1 day clerk to board, 1 day canciling orders, fees for June, &c. Charles Leary, $31.60 for board of Prisoners in Jail. H. C. Privott, $20.00 for taking tax list in 3d Township. J. W. Draper, Si. 50 part pay for care of Court House. The Sheriff was instructed to make report to the board of amount re ceived fjr rent of Hall in Court House during last twelve months. The Sheriff was instructed to remit to the ladies of the Baptist Church the rent of Hall for one night on account of inclement weather. The Sheriff was instruced to re quire a deposite of Si. 00 extra for rent of Hall, to be refunded if the Hall is left in good order, and to make annual report to this board of amount received for rent of paid Hall. T. M. Small, Clerk. SCOTT PARTIN ARRESTED. In the month of April 1875 people of this State were greatly horrified at the announcement that a most terrible murder had been per petrated in Panther Branch township in the southeastern part of Wake county. The bodies of a white woman and child had been discovered chopped to pieces, enclosed in a bag and hidden in a marshy hole in a .secluded spot. Investigation proved the bodies to be those of the wife and child of A. W. Partin alias Scoit Partin. On Saturday last. June 23d, a tramp made his appearance in Selma, Johnston county. He was in a some what dilapidated condition so far as personal appearance was concerned. He walked into Selma looking ragged and dirty. Took a seat in front of a barroom where Messrs. David Price and Reuben Wilkinson were seated both of whom had worked with him in a cooper shop years before. The tramp kept his eye on one of the parties and tried to hide his maimed finger. They asked him where he was from and he told him tint he was from Pennsylvania had been working in the mines but that the people up there were not very kind to him, and he thought he would come back to this section of the country where he was born and reared. He said he had worked in Indianna and Kentucky. He first said his name was John William Henry Scott, but soon afterwards gave the name of John A. W. i Moore. Mr. David Price one of the above named gentlemen, went to a constable, securred a warrant and had him arrested, and when charged with being the veritable Scott Partin, he cursed and said anyone that said he was Scott Partin told a d d lie. He says he was born in Buncombe county, this State. On the morning of Jnly 4th, 1875, the Raleigh papers announced the finding of the bodies of the murdered woman and child on the previous day. '1 he unfortunate woman had been cut to pieces and her legs broken in order to enable her brutal husband to place her body in a bag. She had then been placed in the morass which at that poinr was impassable. The murdered woman had been literally cut to pieces. Her head lud been cut from her shoulders. Her nose and her upper lip had been cut from her face, and her body had been literally quartered. One of her breasts had been cut off at the elbows and the remaining portions of her person mutilated Index. later; Special to Fisherman & Farmer. Raleigh. July 1st. The prisoner has not yet been identified. Solicitor Argo says he is about to obtain some very important information, but says its tendency will be to show that the prisoner is not Partin. The News and Observer, of to-day says : Four gentlemen of extensive travel, two from New York, one from Richmond and one from Baltimore, interviewed the supposed Scott Partin 3esterday evening, and all decided that he was a native born Irishman, and not Scott Partin. Hickorr, N. C, has a daily now. Democratic clubs are being organ ized all over the State. The Danville Register sa3's. the Danville Watchman has suspended after an exciting career. A large force of men are engaged in paving Favettevillc street with Belgian blocks at Raleigh. It has been definitely decided to have a tobacco exposition in Durham during the month of September. The Weslevan Female College, and the C. B. F. Institute both open this fall on the same day, the 19th ol September. Index. The Weldon News says, it is reported that several colored Demo cratic clubs are in process of form ation in the eastern part of the State. Mr. T. B. Pearce has a crate fac tory in Wilmington, turning out 700 crates daily, and orders continue to pour in on him from a distance. He gives employment to 370 hands daily, and can scarcely supply the demand. Ex. Bishop Granberry, who is to preside at the next session of the North Car olina Conference, M. E. Church, South, has by request, changed the time for the meeting of that body one week later, so that instead of meeting on the 2lst of November, it will meet on the 28th of November, An exchange tells us that the Fayetteville papers declare for Lt. Gov. Stedman for U. S. Senator. The Observer says : No man in the State would grace the position more; no man would do more for North Carolina than would C. M. Stedman, and we would rejoice to see him elected to the position. Samuel C. White, the defaulting bank official, says he does not desire any postponement of his trial and seems to be anxious that it shall j come off at the next term of the 1 criminal court which will be in ses sion next month. He still adheres to the statement that he can produce evidence criminating others. News. The Durham papers say that a petition to the Governor has been circulated and numerously signed in behalf of the four colored men, David Simmons, York Gibson, Henry ! Battle and John Justice, who were 1 convicted at the recent term of Dur-j ham Superior court of the crime of' rape and sentenced to be hanged on the 3d day of August next. WOODARD HOUSE J. L.
