The original appropriation for the Public Building here was $50,000 In view of the fjct that tne cost o! building material has increased, the Treasury Depart ment lias asked Congress to in crease it to $66,600 lor an ordi nary structure and to $83,000 if it shall be decided to construct a fire-proof building. It is stated that the site selected is satisfac tory to the Government and that the United States District At torney will be instructed to com mence condemnation proceed iugs to acquire title. The metlu od of proceedure will be the ap pointment of a commission or jury by Judge Purnell to assess damages of the property. The amount assessed will be paid by the Government and the money will be held until it is settled to whom it is to be paid. If there is any further contest it will be over the money instead of the real .si.aie. The proceedure will enable the Government to begin work on the erection of the pub lic building Carolinian. ffegroes Must Vacate. Citizens of Laurin, a fine residence subu.b of the big min ing camp of Calumet, Mich ,have appointed a committee to rid the town of negroes. They object to have it called a vigilance com mittee and announce that only peaceable and legal methods will h used, but that the negroes must go. Several white girls have eloped with negroes, and constant trouble has led to this action. SNOWDEN. Mr. T. M. Bell took a trip to Norfolk Saturday. Mr. A. M. Willey is on the sick list this week. We were visited Sunday morning with a light sprinkle of snow. Miss Lula Bell spent last Thursday at Moyock as the guest of Mrs. J. D. Whitehurst. Mrs. G. C. Sanborn who has been quite ill, we are glad to say is on the road to recovery. There is right much sickness in and around our village at present. The doctors are kept quite busy. Mrs. A. M. Northren who has been confined to his home for several days with a case of la grippe, we are glad to note is able to be cut again. K. Rev. E. Upon the return of the party, however, k was found that the Duck Buyers Syndicate had been keeping an eye on this ag gregation of marksmen, aud the price of boobies had been put down from $1.20 to 50 cents per pair. A finance committee consist ing of Capt. Josiah Hampton and Capt. J. I. Parker, was ap pointed to confer with the syn dicate, and alter a long confer ence a compromise was agreed on, the syndicate agreeing to ! take six thousand pairs at 75 cents per pair. Doauer, of the Sons of Rest, and the balance of the game was divided amon the members ot the association. This is probably the largest single transaction in ducks in Currituck this season. Stevenson aad Miss Allen Leitch. spent a few days in E. Lity last week visit ing friends. Mrs. Mary Ferebee and daughter, Miss Minnie, of Bel cross, are visiting relatives and friends here this week. Mrs. R. E. Sears returned to Norfolk Monday after having spent a week with her parents, Mr. and Mrs. W. D. Barnard. Mrs. M. D. Baxter after spend ing a few weeks with her daughter, Mis. E. W. Last Sunday night a colored man, supposed ,0 be John Clark, went to the house of Levy Bos ton, colored, and fired five shots, three ot which entered, and made his escape. Clark was ar rested on Monday by Constable L. R. Bunch and carried before Richard Bunch, J. P., found guilty, aud was conveyed to the Edenton jail to await the action of the Superior court. Charles Williams, the military expert, says: "If this coK umn gets through substantially Com mandant Olivier will have carried out the great feat of the war, seeing that he ran every chance of being ground between the upper millstone of Lord Roberts' army and the nether millstone of the broken Basuto frontier." He will have done it within fifty miles or so of Lord Roberts' main strength. Certainly it looked for a week as though Lord Roberts held Olivier in the hollow of his hand. If Olivier gets through to Kroonstadt with even three thou-j sand men it will be an Important addN tion to the Boer forces gathering there' His escape is attributable in part to the wornout condition of the British cav- airy horses. Lord Roberts' transport; appears to have been badly dislocated by the loss at Riet river before Cronje'a surrender, of the wagon train, and la addition to this, the army with which he purposes to advance toward Preto- ria is nearly double that of the earlier rapid movements. Ten thousand trans port, cavalry and gun animals are due to arrive at Cape ports during this and next week. It is given out at Cape Town that Lord Roberts' advance may be delayed for months. Although such statements should be received with reserve, it seems positive that he intends to go to Cape Town to meet Lady Roberts, who is due to arrive there in ten days. The "War Office has issued another table of the British losses, showing an aggre gate of 10,652, which does not include 4004 who have been invalided home. Ladysmith, March 27. It is reported that the Boers are massing in their en trenched positions af Biggarsberg, and It is added that their transport trains are packed at New Castle in readiness to facilitate their retreat in case neces sity requires such a step. Van Wyksvlti, Tuesday, March 27. The Boer commander Steinkamp is at Upington with 800 men and ammuni tion for one good fight. A British fight on Upingv ? has been ordered. The rain has ceased and progress is fairly easy. THE OOEBEL ASSASSINATION. Borne Startling: Developments in tbe Case-Powers field Without Bail. Frankfort, Ky., March 27. There were some startling developments in the Goebel assassination case to-day. This afternoon W. H. Culton, who waived ex amination and was held over to the Cir cuit Court, went to the Capitol Hotel, Where he was in conference with the at torneys for the prosecution for over two hours. He was accompanied by his brother-in-law, E. E. Hogg, who is also his attorney. Culton was reported to have made a confession, but later to-night it developed that the information gained was not as sweeping as thought. His friends admit that he gave the prosecu tion such information as he had and which had heretofore not come out. Henry E. Youtsey, Republican Auditor, Sweeny's clerk, was arrested at noon and locked up in jail charged with being an accessory to the assassination. He is a half brother of Hon. L. J. Crawford, a prominent Republican of Newport, and detectives arrested him as the man with the black moustache whom Golden men tioned as being given the key to Caleb Powers' office. Youtsey complained the prosecution had broken faith in arresting him, and it is said he is ready to make a public statement, for which the prosecu tion is not anxious at this time. At to-day's session of the examining trial of the Republican Secretary of State Caleb Powers, the court room was clear ed of all persons except attorneys, news paper representatives and court officers. The defense announced they would intro duce no testimony and tendering Govern or Taylor's pardon of Powers' asked the defendant be dismissed upon the evidence. The Commonwealth disputed Taylor's right, and the court overruled motion. Bail was asked for. Judge Moore said: "It is not my belief that Powers fired the shot which killed Governor Goebel, but from the evi dence it is my opinion that he was con nected with the conspiracy to kill him. I shall therefore order that he be held over without bail to the Franklin county grand jury, that the case may be further inves tigated." This afternoon Culton's counsel an nounced that Culton would waive his ex amining trial and by agreement of th attorneys he will remain at home with his sick wife, under private guard. Captain John Davis also waived examination and .was admitted to bail in the sum of $500.
