However, he said that in his opinion, the TVA was going to build a dam at Long Shoals on a 2,200 foot level, pructt cally destroying the county. In event such a dam is constructed ,the mayor said, it is his belief that the TVA will take over the entire water shed of the French Broad in order to pre vent erosion. While he was opposed to construction of the dam, the mayor said that he believed lighting the proposition was useless. W. E. Breese declared that he was unalterably opposed to construction by the government of any storage dam. He told of his visit together with Ralph Ramsey and A. H. Harris to the offices of the TVA and of their conference with Chief Engineer C. A. Bock. No definite information was obtained, Mr. Breese said, other than that the engineir said that a 200-foot dam was not being contem plated. While no actual plans were dis closed to the party of Transylvania men, the speaker pointed out that work had been stopped on the Boyls ton Road, the Pisgsh National For est road and the state prison camp at Calvert, pointing out that this was evidence in his mind that the TV A informed the state highway officials to hold up such work pend ing further developments. Jeffress. chairman of the state highway com mission, Mr. Breese said that he re ceived the information that there would be no 200-ioot dam. but that a 125-foot dam was being studied. Need for unity of action by peo ple of Transylvania and Henderson counties was stressed by the speaker , in order that the best interests of the two counties as well as those of the Tennessee -Valley Authority could best be served. Surveys are under way to deter- j mine the most feasible sites for addi tional dams on the Tennessee River and tributaries, Arthur E. Morgan, chairman of the TV A, announced Sunday. The surveys and studies are being made under the direction of Carl A. Bock .assistant chief engi neer. “Contrary to widespread opinion,”' Mr. Bock said, “definite sites for ad ditional dams have not been located. Before this can be done many time consuming operations are inevita ble. First, it must be determined where additional dams would be of most, value in a crogressive, integrated de velopment ‘of the entire Tenessee river watershed, having in mind the well-being of all citizens. “These studies require time. A de tailed topographic survey which en ables engineers to Jcompute the length and height of the dam, the cubic yards of earthwork and con crete involved, best arrangement of power house, spillway and other auxiliary structures, and other prob lems must be worked out. More tpan a thousand drawings had to be made before work on the Norris Dam could start.” Mr. Bock said that residents ot tno valley should consider the authority’s power development as a single unit, rather than as the creation of a num ber of individual power dams. “It is an error of judgment for the people living near the upper tribu taries, for instance, that a storage reservoir there is for the particular benefit of persons living elsewhere in the valley,” he said. “We are not proposing to build seven or eight separate power dams, operated indi vidually xor the benefit of the imme diate vicinity. All dams, wherever located, will be linked by transmis sion lines and will thus form a single system. Regard the whole project as 'one huge dam,’ if you wish to put it that way. No matter in which sec tion of the valley the electricity is generated, it will he available to all sections. But each of these individual dams, under construction, or in con templation, is needed to create this unified .integrated system.
