Displaying “Voice Of Democracy” Prize*
Winners in the “Voice of Democracy” contest, sponsored in Tran
sylvania by the radio dealers, the Jaycees and WPNF, will receive the
fine array of prizes being displayed above by JACK HAMMETTE,
station manager, and MISS MARY HUFFMAN, receptionist and
bookkeeper at the local radio station. The prizes will be awarded on a
special program on Dec. 4th at 4:00 o’clock. Mr. Hammette is holding

Edward Schedit reminded North
Carolina motorists that they will be
confronted by much greater re
sponsibilities than evar before when
the state’s new motor vehicle safe
ty responsibility law goes into ef
fect on January 1.
Among the more important re
quirements cited by Commissioner
Schedit were the following:*
1. Drivers oi cars tnat are in
volved in traffic accidents result
ing in death or injury, or property
damage to any one person exceed
ing $100, must file satisfactory
proof of ability to meet damage
claims up to $11,000 or suffer sus
pension of their driving license.
2. In the event of an accident re
sulting in death or injury, or total
property damage of $100 or more,
the drivers of all cars involved
must file two reports instead of
one, as at present.
3. Both the accident reports and
proof of ability to meet damage
claims must be filed by all drivers
of involved cars, regardless of
fault.
4. Insured drivers must file both
accident reports, one immediately
and the other within 24 hours, but
thereafter the law accepts their in
surance as proof of ability to meet
damage claims.
5. Uninsured drivers have 60
days in which to obtain a release
from liability signed by all persons
involved, a final court decree of
non-liability, execute an agreement
providing for the payment of claims
or deposit security up to $11,000
with the Department of Motor Ve
hicles.
Commissioner Scheidt declared
pointedly that the legislature had
been moved to enact the new law
not only beoause of the alarming
increase in motor vehicle accidents
during the five-year period of 1948
1952, but also because only a small
per cent of the innocent victims of
traffic accidents ever received
compensation for their economic
losses. In 1948, he said, North Caro
lina had 16,218 reported traffic ac
cidents in which 734 persons were
killed and 7,490 injured. In 1952,
he emphasized, there were 42,941
reported accidents in which 1,115
persons were killed and 15,409 in
jured.

sioner Schedit said the first must
be made immediately to the local
police if the accident occurred in a
municipality or to the state high
way patrol, sheriff or qualified rur
al police if it happened outside of
a municipality. The second report
must be written and sent to the
State Department of Motor Vehicles
within 24 hours after the accident.
A new official form must be used in
this case and a supply has been
deposited with state highway patrol
stations, the Department of Motor
Vehicles, and all police departments
and sheriff’s offices.
•‘Now right here,” the commis
sioner said, “let me give you North
Carolina motorists a friendly tip.
Both of these reports must be
made regardless of who was at fault
and by the operator of every car
involved. Never make the mistake
of ignoring either report because
you think you were not to blame. 1
strongly suggest that you lose no
time in getting one of the official
forms. Study it and keep it in your
car. If you have an accident, be
sure to answer all of the questions
accurately.”
Turning to the question of insur
ance, Commissioner Scheidt em
phasized several times that the new
law is not a compulsory insurance
law. He explained that it specifical
ly exempts insured owners and
drivers from the trouble of obtain
ing court decrees or depositing col
lateral, because the possession of
insurance automatically meets the
purpose of the security section,
which is to compel drivers to pay
jfor damages they cause or forfeit
