What makes the matter worse, we now find that even our mer cantile trade surpluses which we have enjoyed since 1893 are now turning into their first deficit this year. This means that we may become a debtor nation unless action is taken to improve the situation. The two principle concerns relate to in flation and productivity which are pricing our goods out of the world market. This, in its es sence, means that the United States has reached a new era in world trade and finance. Either we take sufficient steps to im prove the economy so we can compete with Japan and West Germany, both of whose worker productivity has outstripped us cost-wise in recent yearsi, or we will lose a substantial portion of our export market. All this affects every Ameri can—the kind of house he lives in, the kind of health care he has, the kind of car he drives, the very bread he eats, and in the long run, our national se curity. In a word, when things are going so badly that the dol lar falls in value, we all suffer. One remedy might give some immediate relief and that is for the nation to begin living with in its means. This has been the real weakness of the dollar. Uncle Sam has been a noted spendthrift for years and the world is now taking action to say so. The fighting, which ac tually included at least two principal shooting engagements, occurred in Transylvania coun ty, only a few miles from Bre vard. This is taken from “The History of Transylvania Coun ty” by Ora L. Jones.) FROM: “The History of Transylvania County” Because there was so much discord and disorder among the people of the French Broad valley, South Carolina entered an objection to the procedure recommended by the committee of Congress giving the area to her. So the matter was dropped for the time being, and the “or phan strip” was still left parentless and seemingly friendless; destitute of law and order. On April 26, 1802, President Thomas Jefferson communicat ed to Congress an agreement between the United States and the state of Georgia, signed by James Madison as Secretary of State, in which it was agreed that Georgia was to cede to the United States a large boundary of land in what is now Alaba ma, on the payment of $1,250,000 to Georgia. As a condition of this trade, Georgia was to ac cept the “orphan strip” lying near the headwaters of the French Broad River. Apparent ly North, Carolina did not want this territory and South Caro lina had refused to accept it as a gift. Georgia Took Possession The state of Georgia took possession of this territory and in the following year, 1803, established a county here, railing it Walton coun ty in honor of George Wal ton, one of the original pur chasers of the land from the Cherokees. Even when Geor gia set up a county govern ment, it does not appear that any protest was made by North Carolina officials. At - that time North Caro lina claimed as her southern boundary the 35th degree of north latitude. A few years be fore that time, this degree line had been located as passing just at the mouth of Little Riv er. Because the county of Wal ton lay south of this line, it is quite probable that North arolina officials were of the opinion that Georgia had a clear title to that section. Governed Under Georgia Law Walton county had for its northern boundary the mis takenly located 35th paralleL The Meigs and Freeman line was the southwestern bound ary from the point where it crossed the mislocated 35th parallel to where it reached Little River. The southeast ern and eastern boundaries followed the crest of the Blue Ridge mountains back to the 35th paralleL The new county was gov >rned under the laws of the tate of Georgia from 1803 until ibout 1810. At least two elec ions were held in the county. Fohn Nicholson was the first epresentative to hold a seat in he Georgia Legislature; which net in Milledegville, then the tate capital. He was succeed ed by John Aiken. Nothing can low be found concerning other ifficials of the county. Under he government of Georgia con iitions were changed for the >etter but, owing to the un duly nature of many of its in labitants, the county still did iot become a peaceful com nunity. About, tbe year 1805, North Carolina seems to have reach ed the conclusion that the 35th parallel had not been properly located and that, as a consequence, all the upper French Broad country was a part of this state and always had been. Because the south ern boundary of the state was the 35th parallel, which the scientists had originally lo cated far to the north of the line then accepted as the border. South Carolina had never been the true owner of the territory; therefore it had had no right to cede it to the ITnited States; thus was the Carolina reasoning. Thus the cession to Georgia was null and void. So North Carolina {hen claimed all of Walton county as a part bf Bun combe. s Georgia Protests On January 13, 1806, Georgia had a memorial introduced in Congress in which it was set out that North Carolina was olaiming lands lying within the state of Georgia, citing the fact that the lands in question were those which had been ceded to that state by the national gov ernment. After securing the permit and after work has begun, a rough-in test must be made by the Plnmbing Inspector and also a final inspection af ter completion according to the code.
