ust Be Licensed In 72 Thli State Board will consist of five State officials, Commis sioner of Insurance, Commis sioner of Social Services, State Health Director, State Superin tendent of Public Instruction and Commissioner of Mental Health; and five citizen mem bers who operate day care cen ters for profit, one citizen mem ber with no direct or indirect pecuniary interest in any day care facility, and two parents of preschool children. The Board wil hire a Director and staff, make rules and regulations, and develop policies to implement the new law. The law covers all day care facIHtiea or child care ar rangements where there are more than live children for more than four hoars per day, where a payment, fee or grant is made fur rare. Every center mast have a licence. The mandatory standards for the lioense include sections on medics} care and sanitation, health related activities such as hot lunchesi. snacks and naps, location and type of build ing, fire prevention, indoor space requirements (25 square feet per child) outdoor space requirements (75 square feet per child) qualifications for staff, record keeping, staff child ration and size of groups. There should not be more than 25 children in one group; if there are 26 or more chil dren, two or more groups, each with its own staff mem ber shopld be provided. In centers with 29 or less chll dign, the ratio is one staff person for each 10 children, including cooks. The law does not nuke mandatory a care fully planned program of dally activities under the guidance of an experienced, mature staff person. Without this provision, day care could be no more than mass baby sitting.
