News For The Women 'JUWW Mar, Members of the Brevard Branch of the American As sociation of University Women and their guests heard State Representative Charles Taylor speak on “North Carolina Tax Payers’ Money and How It Is Spent” on December 14 in the Bre vard College Faculty Lounge. Representative Taylor, a member of the Appropri ations Committee, warned those present, “Increasing taxes may not mean progress. Tax payers need to become concerned enough to study budgets and to know how tax money is used. The state bud get is generally unknown be cause much of the Appropri ations Committee work is done behind closed doors and because, to most citizens, the budget is dull reading.” North Carolina’s total bud get for 1971-73 is $4,327,499. 234. Games were played under the leadership of the rcecreation leader. Mrs. V. D. Chapner kar, who awarded a number of appropriate prizes. “Pollyannas” were reveal ed and an exchange of gifts added to the festive event. Miss Jean Childers. New' Jersey, was a visitor. Some 15 Home makers shared in the De cember meeting with Mrs. Ed na Rackley to be hostess in her home for the January meeting. _ Fund, 16% from the High way Fund, 21% from the Fed eral Government, and 9% from other sources. A study of General Fund appropriations for 1969-71 and 1971-73 reveals that ap propriations for Education decreased, appropriations for General Government opera tions increased ind appropri ations for Public Welfare in creased. A review of General Fund tax revenues reveals that 3/4 of all general tax revenue comes from Income and Sales Tax Education receives the largest percentage of all state operations with 68.31'.'; of General Fund appropriations. The State Representative noted that even though more is appropriated to education, the appropriation is actually less than that stipulated for 1969-71. a decrease from 70.40r; to 68.31 “ft. Taylor pointed out that this money includes all phases of school operation, buses and me chanics as well as teachers and those activities having to do with teaching and learn ing. He further pointed out that most states’ education receives much of their sup port from !he local commun ity. This is not so in North Carolina. Property taxes are much lower in North Carolina than in most states. Representative Taylor spoke also about efficiency in gov ernment. He reported that the Highway Department has not had an efficiency study within recent years and that there are no plans for such a study in the future, ‘‘ft is probably the most inefficient - tdiVis»«n>„,of. government ” Jie contends. “An annual General As sembly instead of biennial would increase efficiency in all government affairs."
