If we wonder why Johnny can’t read, if
we wonder why high school and college
graduates have distressing areas of ignor
ance, we would do well to examine how much
time the youngster spent with his parents
and how much time he spent with the elec
tronic baby-sitter.

Jaycees Seeking Nominations
For Local "Man Of The Year"
The Brevard Jaycees todaj
formed a committee to seel
nominations for Transylvani:
County’s outstanding younf
man of the year, according tc
Stanley Tucker, President oi
the Brevard Jaycees.
The Distinguished Service
Award, presented annually
since 1947 by the Jaycees, is
given to that young man in the
community who is adjudged to
have contributed most to the
welfare of the community and
who has given evidence of out
standing leadership ability and
business or professional growth.
Mr. Tucker emphasized that
the young man does not need
to be a member of the Jaycees
in order to be eligible for the
award. He points out that the
only limitations are that he be
a resident of Transylvania
County, be at least 21 years of
age and not have reached the
age of 36 before January 1>
1972.
“We are most anxious that
the DSA winner be representa
tive of the entire county and
urge all persons desiring to
nominate an individual to feel
free to do so,” says Mr. Tucker.
Forms to be used in connec
tion with the nomination are
available at First Union Na
tional Bank, First Citizens
Bank and Trust Company,
Chamber of Commerce or may
be obtained from any member
of the DSA committee.
The winner wili be honored
at a banouet on January 21,
1972.

AN ACT GRANTING PROP
ERTY TAX RELIEF TO CER
TAIN AGED AND INDIGENT
PERSONS.
The General Assembly of North
Carolina enacts:
Section 1. g.S. 105-277.1 is
hereby added, to be entitled
“Property classified for taxa
tion at reduced valuation” and
to read as follows:
“The following class of prop
erty is hereby designated a
special class under authority of
Article V, Section 3, of the
North Carolina Constitution and
shell not be assessed for taxa
tion. toe first $5,000.00 in ap
praised value of real property
held and used as the principal
place of residence of the own
er and spouse if living; pro
vided the owner is retired and
Ihe combined disposable income
af the owner and his spouse, if
living, is not more than $3,500;
provided further that in no
'vent shall the disposable in
come of the owner or of any
person contributing one-half or
nore of the owner’s support
■xceed $3,500. For the purpose '
if this section, the following '
lefinitions shall apply:
(1) A person is retired
when he is (i) sixty-five 1
years of age or more. I

(4) The principal place of
residence of a person is
the place at which he
resides for six months
or more out of the year.
The exclusion offered by this
paragraph may be claimed by
any person entitled thereto at
the time he lists his properi
for taxation, and shall be air
ported by proof of disposable
income in the preceding calen
dar year filed with the tax su
pervisor of the county or coun
ties in which the property lies
not later than April 15. Claim
of the exemption and proof of
eligibility must be made for
each year within the time pre
scribed herein.”
Sec. 2 All laws and clauses
of laws in conflict with this act
are repealed.
Sec. 3. This act shall take
effect on January 1, 1972.
