damages resulting from the occasional and
fairly frequent small floodings. Those of
our dtittns who are farming the flood plain
should accept the fact that they are bless
ed with th.ir exceptionally rich bottom
land because of the occasional and natural
spill-over of the river. If all spill-over were
to be eliminated, then it would not be
long before the land would become exhaust
ed and many wells would run dry because
of the drop in the underground water table.
' The County Commissioners have passed
a flood plain zoning ordinance which will
prevent the building of any homes, bams
or other structures in the flood plain. Due
to this ordinance, our citizens can buy very
inexpensive flood damage insurance that
should help prevent financial losses.
There is available through the Soil
- Conservation Service as self help program
known as Resources, Conservation and De
w" evlopment. This program permits or re
quires the local citiezns to list their needs
and to inventory their natural as well as
human assets. Then a priority of the most
important projects is established. A project
coordinator is appointed by Soil Conserva
tion Service.
With the help of The Transylvania
Times, the residents of the county could be
informed of such a program and thru your
continued efforts possibly we could plan to
clean up the French Broad River as well as
some of the most important tributaries. A
clean stream bed would permit the river
in water volume instead of spilling over in
way to carry at least a considerable increase
to the flood plain. This clean up would
further serve to make the French Broad a
safe place for canoes, boats, rafts or what
ever will float. It could become the finest
fishing river in the North Carolina moun
tains or possibly in the entire Eastern part
of the U.S:A.
Having completed the clean up of the
river bed, we could then determine what,
if any, additional measures were necessary
and reasonable.
We most cordially request and invite
you and your staff to attend the meeting of
the UFBDA that is open to the general
public scheduled for 7:30 P. M., Tuesday,
June 12th, at the Fellowship Hall of the
First United Methodist Church in Brevard.
Mr. Mitchell Clary, who is the Soil Con
servationist for Western North Carolina,
will be the principal speaker and will ex
plain the procedure and method to be used
in making this fine program available to
our county and region.
This, now, is one answer to your ques
tion about what alternatives the UFBDA
has to offer.
Now a question for you. Will you use
the considerable influence of your paper to
inform the citizens and to endorse this
RC & D program?

Bravo for your article on LITTERING
last week! All of us should be glad the
state Beautification Program has come out
with a definite request for help from indi
viduals. In our section where visitors mean
so much, we should be ever conscious of our
roadside beauty.
It seems to be quite clear from your
article that even though there is an “anti
litter” law, the Highway Patrol will welcome
help for enforcing it. To report witnessing
a violation we are to write down the auto
license number, time, location and short
description of the violation. We are to mail
this information to N. C. Beautification Pro
gram, Administration Building, West Jones
St., Raleigh, N. C. 27603. Highway Patrol
will take it from there. The correspondence
has to be signed but the information will be
handled confidentially.
Let’s all keep a watch for violators and
report our findings. Wish you could set
aside a small space in the Times for a regu
lar weekly reminder to report the violations.
Our Garden Clubs could get involved by
having blank cards printed and distributed
to make it easy for people to report. By
working together we can stop this unsightly

Mrs. Carol Hansen, took several
of the young folks on a trip to
Mt. Mitchell and to Craggy Gar
dens last Thursday. Those able
to make the trip from Sapphire
were Patty and Larry Wilson,
Debbie Owen, and Eugene
White. They also made a side
trip to visit with Carol’s young
er sister, Mrs. Denise O’Don
nell.
On Thursday, June 14th, any
youth desiring to go to Table
Rock State Park swimming and
picnicing meet, should be at
the community center by 10 a.
m. Lifeguards are on duty in
the swimming area. Admittance
fee is 50c and those desiring to
go fishing, the fee is 50c.
Please bring a picnic lunch.
There was a good dinner and
business meeting at the com
munity center last Tuesday
evening. At the meeting it was
decided to withdraw from the
Roadside Beautification Com
petition, but to remain in the
Community Judging that will
take place in October.
It was decided that there
would be a clean-up of the
kitchen and Rilla McGettigan,
and Julia Howe, Thelma Welch
and Mary Jo Batson got busy
on Tuesday of this week and
did the job.
Each lady is asked to bring
a dish towel to the communi
ty club, or, please leave it with
Mary Jo Batson.
On July 4th there shall be a
picnic at the Community Club
Building beginning at 5:30 p.
m. Please bring your own meat
to grill and a dish to pass. The
John Genes made a beautiful
grill for the club and we shall
