Commissioners Make 1974 Actions Report summary review oi eignt months actions (May, '74 through December, *74) of the Transylvania County Com missNAers. MAY. 1*74 Conducted a regular meeting in Rosman to discuss plans for ambulance operation. Received the initial Bicentennial Committee report from Chairman Bill White. Approved a proposal from Don Morrison, Human Resources Council Chairman, to add one van to the County Transportation Pool. Gave tentative approval of a $5,000 grant towards establishing an adult group home. Received a report from Clark Grissom and the Rural Development Panel proposing a fair ground for the county. Preliminary discussion of development of the old tan nery property for ballfields and other recreational use. Referred a request for hospital financial assistance to Eric Hansen for study. Directed the Tax Supervisor to check on billboards regarding non-listing for property taxes. Decided to adopt Blue Cross - Blue Shield hospital in surance for county employees. Established the Emergency Medical Services Council and appointed Joe Orr as chair man. Approved the sum mertime day care recreation program. Endorsed again the idea of a county technical institute. JUNE, 1974 Approved purchasing another van for the Sheltered Workshop, 100 per cent of this funding through a grant. Approved the contract for paving the multi-purpose court at Silvermont. Ap pointed John Eastes Chair man of the Historical Com mission. Set aside $15,000 to cover uncollectable hospital bills for med^dly indigent. Passed resqHon to submit bonds for funding new jail to referen dum in November. Adopted a budget for fiscal year 1974-75 of $3,284,660 and set a tax rate of $.60. JULY 1974 Began county operation of old garbage dump and con verted it to a proper landfill facility. Received report from Bob Robinson, chairman of Jail Commission. Received report from Jerry Purser on the “Overview” study con cerning county priority needs. Created the Land Use Board, and designated the Planning Board as the Board of Adjustment and Appeal. Adopted the State Model Sedimentation Control Or dinance. Requested quarterly reports from the Sheriff’s Department. Adopted an ordinance changing the Recreation Department to the Depart ment of Parks and Recreation, and the Recreation Commission to the Board of Parks and Recreation. Agreed to provide necessary funds for present school construction, and allow proper and unhurried study of best disposition of up-town school property. Approved contract to renovate old library into county office space. AUGUST, 1974 Appointed Paul Goeser chairman of Senior Citizens Council. Approved a resolution supporting in principle the establishing of a retirement community in Transylvania County. Heard final report from Jail Commission urging the construction of a new jail. Named Jack Johnson chairman of Land Use Board. Increased county travel allowance to 15 cents per mile. Passed joint resolution “201” (re: Waste Water Study) with City of Brevard. Requested DOT to pave driveways of volunteer fire departments and rescue squads. Established the position of assistant animal warden, salary to be funded through a grant. Created the Economic Advisory Council and designated Bill Miller Chairman. SEPTEMBER, 1974 Approved in concept the Transiylvania County Tran sportation Demonstration Project; further development to be carried out by Region B. OCTOBER, 1974 Approved lease tor old tannery property, $1 per year for five years, to be developed by county for recreational use. Created an ad hoc Council on the Status of Women, designated Dorothy Osborne chairperson. Decided to reject bids for private operation of landfill, and moved with plans for county to operate the new landfill. Approved the in stalling of a computer ter minal in the Sheriff's Department - Police In formation Network. Decided to develop a local source for meals for the adult nutrition program, possibly doubling the numbers to be served. NOVEMBER, 1974 Suffered defeat of the Jail Bond. No additional im mediate action planned. Agreed to lease to City of Brevard the county’s un divided half of Franklin Park for 50 years. Approved by-laws and new name of the Historic Properties Commission. Appropriated funds to pur chase livestock scales, per request of Jerry Purser. Appointed Dr. Glen Matheny chairman of the County Health Council. Purchased a front end loader in preparation for landfill operation at a cost of $41,298. Approved contract with Frady’s Gulf for main tenance, etc. for county vehicles. Heard preliminary discussion on the Community Development Act of 1974. Decided to have up-town school property appraised regarding monetary value and feasible functional use. Agreed to assist in upgrading bridge at Glen Cannon, so that state maintenance can be extended. DECEMBER 1974 Agreed to develop plans for management and per formance audits for the County. Submitted request to local banks for bids regarding County General Fund custody. Designated Gordon Tooley as chairman of the Planning Board. Hired Ray Hooper to fill the new position of maintenance director of county buildings and grounds. Approved bid of $331,000 for renovation of elementary school into the County Human Resources Building. PLANS UNDER CON SIDERATION AND AT VARIOUS STAGES OF DEVELOPMENT FOR THE FUTURE: I Near Future: 1. Occupancy of new county office building (old library) 2. Opening of new landfill site at Calvert. 3. Begin county clean up of unsafe (delapidated and crumbling) structures. 4. Clean up of French Broad River. 5. Writing of Community Development comprehensive program. 6. Development of old tannery site for recreation and park use. 7. Begin remodeling of elementary building for Human Resources. 8. Expansion of recreation program, into various com munities. Distant Future: 1. Broad based planning for county fair ground site. 2. Development of county museum and fine arts Develop plans for jed and compr sheltered workshop.
