PEACE "NEGOTIATIONS- , In a late editorial, referring -to the peace negotiations between Has sia and Japan, we expressed the opinion that the apparent efforts to fftffp thtt war by peaceful jiegotia- tions of the,.bclligerants, were a(l futile and vain, and that Japan had no idea of throwing away its pre sent advantages 'without the humi liation of Russia. Recent events have confirmed that opinion., The Japs are a crafty and deceitful Me, and their secretive ness is an important, part of their adroUf'diploniacy. deeds speak with distinct utterance, and their meaning cannot be entirely concealed. It was said by a famous French diplomat, that words were given to man to conceal bis thoughts, and he might have added that 'red tape" was invented to aid language in con cealing its purposes. Turn the light upon this melo dramatic tragi-comedy and see what it reveals. The world's public sentiment call ed for peace. President Roosevelt, as the , head of one of the "Great Powers,' and the1 most appropriate one, responded i8 the public petiti ment and officially suggested to the belligerents that the ,war should be ended by peaceful negotiations, and to avoid the suspicion . of personal ambition, the President declined to ibeurther connected with the pro ceedings," but left them to the. par ties most interested. The "red tape" involved in these preliminary movements, "caused de lay, which Japan wanted. Meanwhile, Japan has abated nothing of its aggressive movements in the prosecution of the war; while Russia is resting supinely upon "its oars, while smarting under the sense of defeat and humilation. ' And this farce will probably con tinue until the Japs are thundering at the Rates of St. Petersburg, and Togo - is bombarding some, of the seaport cities of the Czar.
