If the government would loan money at 3 per cent, t that fact would reg ulate the rate of interest. It is possi ble thit a man wlri c5uld give such security as the j government required would have to pay more than the gov ernment rate but thej: additional rate would be accurately &n inevitably proportioned to the risk. If the iisk was slight, Ihe i4c ease in rate would be slight, and if 'great, the rate would no doubt be increased proportionately.
