That any person running a dray, wagou or cort with out such license, shall be liable to a fine of five dollars for each load so hauled. i 1 That tho driver of such wagon, cart or dray; shall be an able-bodied person. -That drays, wagons and carts shall load in turn, ac cording to mill rule; ander a penalty of ono dollar.
