Birthday. The Observes is indebted to Mrs. Jaue Sholar, recording secretary, for a report of the meeting of J. E. B. Stuart chapter of the United Daugh ters of the Confederacy, held in the hall of the Knights of Pythias last week. After consideration of various mat ters pertaining to. the wtfrk of the chapter, it was decided to give a re ception in observance of the one hun dredth anniversary of General Lee's biithday. As the 19th comes on Sat urday, the reception will be given on Friday night, the 18th of January. An interesting programme of good music, filled with patriotic sentiment, will be rendered, and . light refresh ments will be served. Committees were appointed to make arrangements for the" reception. On' Saturday, the 19th, a special meeting will be held, when crosses of honor will be given to the Veterans. Takes the Market House. Mr. M. Folb, the well-known clo thier of Market Square and Person street, has rented the market house entire from the municipal govern ment, and he has dismantled the interior of the old shells of stalls, etc., making it already look better. He will whitewash it, and the mem bers of the Women's Civic Improve ment Association, which met yester day afternoon, expressed theirthanks tr him for tjie already perceptible bet terment of the building. This rental lasts only until Mr. Fjlb has finished the handsome re modeling of the double store he now occupies. Seatatioa at the State Capital. Growing out of an aiiiele last week, reported to the Sunday newspapers from Washington city, thire is quite a sensation in political circles in Ral eigh. The article, of which Spencer Blackburn was said to be the author, charged that Governor Glenn and Congressman-elect Hackett were "im plicated in a scheme to advance the interests of the American Book Com pany for personal profit" Governor Glenn says of this that one of two things ought to be done: "Either the Governor of North Carolina should be impeached, or Spencer Blackbnrn should be sent to jail." The Governor proposes to prosecute the Republican Congressman to the fiill extent of the law, and has noti fied Solicitor Brooks to take steps to that end. But Blackburn denies the libel in the following f tatement sent to Solic itor Brooks yesterday over his signa ture: "The statement in last Sunday morning's papers concerning the no tice of my contest upon Mr. Hackett and the reflection upon Governor Glenn is without my authorization. My notice to him, signed by myself, will be sufficient for public scrutiny. Thus far any signature appea'ing in the papers purporting to be mine is a forgery, in the notice of my contest which I have issued there will be found no suggestion of corruption on the part of Governor Glenn. The con stitution, ns prepared by the consti tution committee, composed of Mrs, E.J. Hale, Mrs. G.M. Rose-and Mrs.B. R. Huske, was read and adopted, with the exception of Article VII. The name of the organization shall be The Fayilteville Civic Improvement Association. It was not thought best to affiliate with the national organi zation until this organization is more complete. The membership fee shall be 50 cents per year, due at the annual meeting. Mrs. E. H. Williamson was nominated 2nd vice-president. It was decided that the association should meet for the present on the 2nd and 4th Tuesdays of each month. The following committees were ap pointed by the president: Executive Committee: Mrs. E. J. Hale, chair man; Mrs. Geo. M. Rose, Mrs. B. R. Huskc. Finance Committee: Mrs. Hunter G. Smith, chairman; Mrs. E. H. Williamson, Miss Maggie Mallett, Mrs. F. R. Rose, Mrs. H. R. Home, Mrs. J. H. Lillv, Mrs. W. F. Blount, Miss Mag gie Rose. Committee for Improving Streets, Planting of Trees, etc. : Miss Janie Williams, chairman; Mrs. J. H. Marsh, Mrs. John Oates, Mrs. John Gorham. Mrs. C. J. Cooper, Mrs. Herbert Lu terloh, Mrs. W. A. Van- story, Miss Zula Rankin, Mrs. J. F. Highsmith. The piesideut, 1st vice-president and secretary will act on all commit tees. An advisory board of gentle men will be elected at the next meet ing. The finance committee was re quested to interview the board of al dermen as to ways and means of re pairing and improving the market house, and report to the next meet ing. I he buying or leasing the mar ket house was discussed, but no de finite plans were adopted. CONSTITUTION AND BY LAWS. Article i. The name of this society shall be The Fayetteville Civic Im provement Association. Article. The object of this asso ciation shall be: The preservation of old landmarks that are meritorious in the estimation of this association; the beautifying and general improve ment of the town and vicinity. Article x. Every oraan in the town and suburbs shall be eligible to membership in this association, and will be requested to aid and further the cause in every way she possibly n.- Article 4. The officers shall be as follows: a president, 2 vice-presi dents, a secretary and treasurer. Article 5. The duties of the officers shall be as follows: The president shall preside at all meetings, ap point all committees, and keep an oversight ot all work. 2. The vice presidents (in order) shall assume the duties of the president in her ab sence. 3. The secretary shall keep the minutes ol the meetings, and conduct the correspondence of the association. 4. The treasurer shall receive and hold all funds, and make a monthly report of all money received and dis bursed. Article 6. The dues shall be 50 cts. a year, paid in advance, at the annual meeting which shall be . There will be a monthly meeting on such days as the associa tion shall determine. Article;. Ten members shall con stitute a quorum, and a majority of votes shall determine any point under discussion; but, upon objection of three of those present, the question shall be carried over to a subsequent meeting, after not less than two days notice. Article 8 Amendments to this constitutu..i, proposed at any regular meeting, may be adopted at any sub sequent meeting by a two-thirds vote of those present; provided that public notice be given by the text of the amendment ten days beforehand. Article 9. There shall be a finance commitUe, composed of five members, who will act in concert with a com mittee of gentlemen to be known as the advisory committee, as to the in vestment of funds. Secretary rf the Treasury Shnw, in his report, just issued, in muml num. bers places the receipts for the culm dar year 1906 ot $625,000,000, and the expenditures at $566,000,000, or an excess of receipts over ixpeni'iturx ot $59,000,000 As there has been no change in the tariff laws relating to international revenue, Secretary Shaw says the Urge increase in receipts is due solely to the extraordinary trade activity. The total expenditure, however, for 1906, as compared with 1905, he says, shows a decrease of but $5,000,000. Discussing the financts of the gov ernment for the six months of the fis cal year just closed, the Secretary says that the books ot the Treasury show a surplus of receipts over expenditures ot $25,000,000, as compared with deficit of $3,ooo,ooo for the corres ponding months of the previous fiscal year. The cash in the Treasury is $190,- 000,000 as compared with $171,000, 000 a year ago, an increase of $19 000,000. The cash in national bank deposit aries is $159,000,000, as compared with $65,000,000 a yea ago, an in crease of $94,000,000; and the total cash in the general fund is $356,000, 000, as against $242,000,000 a year ago, Against this cash there are liabili ties at the present time $13,000,000 greater than at the same time last yaar. The available cash balance has increased dunng the year $101,090, 000. With the general fund standing at $237,000,000, Secretary Sbaw, re marks that the bonds maturing July 1, 1907. can be paid, if it shall be deemed wise, and still leave a work. ing balance of more than $120,000, 000.
