THE VICTORY MILL Ntarlng Completion Th Machinery Arriving. Thors are nearly one hundred and fifty hands at work on this great mill It la wonderful how fast they are get ting along with thla enterprise. The Ur and gravel roof on the po,ver house la completed, and they are putting up a steel and concrete chimney one hun dred and fifty feet high.' The windows are all In the mill and it is being painted on the inside. Twenty car loads of the looms hare arrived, and the hands will begin to line up the machinery in a few days, as soon as the elevators can be put In working order so as to place the ma chinery on the Second floor. The textile machinery is being ship ped this week sixty-five car loads of IL The engines and boilers are on the road and ought to be here now. It is only a matter of a Hub time until this mill will be completed and ready for business. AFTER FIFTEEN YEARS Mrs. James J. Croswell Old Home. Visits Her We take the following from a paper published In Tallahassee, Florida: Mrs. James J. Croswell and daugh ter. Miss Jessie DeCottes Cravell, of Fayetteville, Xorth Carolina, arc the guests of Hon. and Sirs., r'red T. .Myers. Mrs. Croswell was Miss Lillic Murdoch, of Jacksonville, Florida, and was the girlhood friend of Mrs. Myers. This Is her first visit to TalMiasseo since she moved to North Cirolipp, some fifteen years ago. MUs Croswell, who bears Mrs. Myers' maiden name, is a charming debutante, having grad uated at St Mary's College, Raleigh. N. C, the past summer, and entered the society world the present win it r. . Jollye, road master be tween Rocky Mount and Fayetteville, died In the A. C L. Relief hospital at Rocky Mount 'yesterday afternoon at S o'clock. - Sampson County's Trouble. A telegram toHhe State Press from Clinton, says: rortber investigation into the af fairs of A. W. Aman, defaulting sher iff and treasurer of Sampson county, and general merchant of Clinton, show his shorage with the county to be larger than was at first supposed. It now looks as if It would reach 25,- 000 which, added to his mercantile lia bilities of $10,000, will amount in ail, to total liabilities of S35.000. Hia sets, consisting of mercantile stocks, i will approximate $12,000. Sheriff Aman has absented himself since fil - lng his deed of assignment and his whereabouts are unknown. His bonds- tnen have appointed incoming Sheriff D. C. McPhail tax collector and he has taken charge of the tax books and Is collecting the balance standing un collected on them. The - failure of Sheriff Aman Is deplorable in many ways. There is no money in the treas ury to meet the current expenses of the county or to pay vouchers of the public school teachers. Special telegram to the Observer, Raleigh, Feb. 7. There waa a sharp debate in the Senate over the Webb bill for an appropriation for the bet ter care of the insane, which was final ly referred to the Appropriations Com mittee to report back in ten days. There was a warm discussion over the bill to separate the agricultural and mechanical departments of the Agricultural and Mechanical College. The bill finally went over for further consideration. The bill showed that there ia a great difference between .'the agricultural dpartment and the man agement of the Agricultural and Me chanical College. The auto and road machinery bill was ordered printed and reconsidered. A large number of minor bills pass ed. The mental anguish bill passed second reading in the House after a long debate. MAXWELL J. GORMAN. Raleigh, Feb. 8. The House, after a long debate, killed the bill to de crease the number of challenges allow ed a defendant in a capital case, and increased the number, although the Senate in the County bill . passed it with only four against it On second reading it was made a special order for to-morrow, its final reading. Sen ators Buxton, Kenetti and Reid made the hottest speeches of the session against the blU to make drunkenness a crime in the whole State and au thorizing magistrates tosentence of fenders to the roads, etc The bill was finally recommitted. The Judiciary Committee this after ftbon has the anti-measure bill up and will report a measure from the best features of the four bills. The big railroad measure was made a special order for next Thursday in the Senate. i Graham's anti-free pass bill was re ported unfavorably to-day. A bill, was introduced by Senator Long to suppress bandy houses. Specials received here to-day re port the hanging at Durham of Hodge and Jones, and of Bonahan at Greens boro. The executions passed off with out any unusual incident TO TAX LIFE POLICIES. Bill Introduced in the Senate to Make ..Cash Surrender Value of Policies Personal Property. The following bill has been intro duced in the Senate by Mr. Ay cock: The General Assembly of North Carolina do Enact: Section 1. That every Dfe insurance policy, whether straight life, endow ment or limited term policy, shall he for the purpose of this act considered personal property, and it shall be the duty of the assured, or his assignee, to list it for such taxes In the amount of its cash surrender value in money of such policy on the first day of June in every year, as other taxes are given In. The assured shall give in on a blank to be furnished under the direc tion of the Insurance commissioner, the policies held, the companies In which they were taken out, and such other facts as will enable the asset to determine the cash surrender val ue. Section 2. That sub-section 5, of sec tion 5219 of the Revtsal be amended by inserting in line 4 thereof, between the word "change" and the word "certificate" the following: Insurance policy at its then cash surrender value in money. Section 3. That a failure to Hat In surance policies in accordance with the provisions of this act shall be pun ishable as in the failure to list other property as provided In the acts of the General Assembly governing the assessment and collection of other taxes. This act shall be In force from and after Its ratification. CLINTON ITEMS. The beautiful Springtide we have been enjoying has disappeared and an old-time sleet is forming to-day. There are several subjects of Inter est in and about the city among which are, the stock law for the county, a dispensary in Clinton, and the ease of ex-Sheriff Aman's assignment The latter has caused much talk through out the county, and especially among his bondsmen, some of whom were Democrats. Aa for the dispensary in Clinton, the good people don't want it and will not have it if' they can help themselves, which we trust they wilL The stock law, I think, would add a great deal to our progress. ILLICIT DISTILLERS Bound Over to Both State and Fed eral Courts. Caught with a whisky still running In full blast an account of which was given in the Observer some time ago, Butler Allen and George Jackson wero tried a day or two ago by United States Commissioner Sutton and bound over to the Federal court in the sum of $2S0, which they gave. Upon being released they were re-arrested under the State law and carrld be fore 'Squire Orerby, who bound them over to Superior Court in $200 bond, which they likewise gave. HOUSE RATE BILL. Two, Two and a Half and Three Cents Per Mile. At a meeting of the House Public Service Corporations committee yes terday afternoon, the rate bill drawn by Mr. Manning In conformity with the sense of the committee as indi cated at the meeting on Tsesday, was duly adopted and will be sent to the House today. The provisions of the bill are that on all roads whose earnings from pas sengers are $1,530 per mile, the max imum charge shall be two cents per mile; that on roads earning $1,000 and up to $1,550 per mile the rite sha'.l be two and one-half cents per mile that on all roads earning less than $1 000 per mile, the rate shall be fixed by the Corporation Commmisslon, not to exceed three cents per mile. Railroad Employes' Hours. After some litte discussion an agree ment was reached upon the bill limit ing the hours of work of railroad em ployes, so that as favorably reported it Is provided by the bill that the hours of train dispatchers are limited to eight In the twenty-four, and all other employes charged with the op eration of trains, to fourteen. Jim Crow Street Cars. The Jim Crow Street Car bill was finally adopted upon agreement with the companies represented. The bill merely provides that the conductor shall have the power to separate the races in accordance with the exigen cies of car space, the negroes being put, to the rear of white folks when ever practicable.
