LEE COUNTY COINS THE RIGHT TH1N3 tuiidlng Good Roads by Townships (, While Cumberland County hit made good progress in the building of roada by the convict forces, the following piethod la tie best way to get perma nent roada everywhere and Is an exam ple that could be followed with profit by Cumberland and every county in the State that has not already done so: The people of Joneaboro township, ' Lee county, at an election Saturday voted for a bond issne of $1,500 tor good roads. This Is the second elec tion held for this purpose la Jonea boro township, only a few months ago one was held, but the people were not so well Informed and failed to come to the polls. The people who knew the advantages of good roada were not satisfied wKh results and petition ed the county commissioners for a second trial, and now they are Jubi lant over their victory, and, too, be cause theirs Is the first township in the new county of Lee to take this forward step. " ' '' ' ' 1 ' ' ' It la believed that other townships In the county win soon catch the in spiration from their sister township and follow her example. "Work will begin in early spring. ' -- '-' i''- Mr. Harry Carver Dead. : A telegram was received here Friday afternoon announcing the death , la Charlotte that day of Mr. Harry Carver aa old Fayettevllle boy, and that the remains will arrive here on the Ben nettesvHle train Saturday morning. The body was taken from the train to the old Gee cemetery two miles west of town where the funeral i rices and interment took place. . The deceased, who was between forty-five and fifty years of age, was a son of the late William H. Carver, sl, a prominent citizen of this city twenty years ago, and who about that time removed to Red Springs, where he spent the remainder at his days. Mr. Harry Carver, who has a a umber of relatives in Cumberland, has been engaged in the merchant!! business in Charlotte for a number of years. . i- MORE WEALTHY MEN INTEREST ED IN THIS COUNTY Cumberland the Garden Spot of Amer ica. '.. That Cumberland county Is beginn ing to bo looked upon as the garden spot of this continent, there la no doubt, recent developments all point ing to this fact In the past few years a number of wealthy people, and many that are 'not wealthy, from -various sections of the country, have come here prospecting, and few of them have not remained. The above la now ancient history, but the facte were re called by the visit here last week of Mr. Ashton Lee of Maasachusettes, and Mr. and Mrs. Jack Wilson, of South Dakota. Mr. Lee and Mr. Wil son are men of large means, and have about, closed negotiations for 10,000 acres of land, in northwestern Cum berland, adjoining the property of the Croatan and Buckthorn estates which are owned by rich and prominent Northern and Southern people. " Mr. Wilson, who Is a Scotchman, has been in South Dakota, for eight or ten years, and during that time he has placed colonies of Scotch and Germans in various sections of that State. He says he has withstood the rigors of the climate there long enough and is de sirous to come south and settle. Though he does not yet know whether he will make Cumberland his home, the present plans of he and Mr. Lee being to make a preserve of the ten thousand acres they are to purchase hi e; he is very favorably impressed with the Idea of locating here perma nently. FEAR PROJECT The Senate Will Now Ne Doubt Add The Proper Appropriation, A draft of the report which the Rivers and Harbors Committee will submit to the House has been made public As will be seen by the items published below, the pro ject for the canallxtlon of the Cape Fear above Wilmington, la recognised. and aa appropriation of $19,000 for the purchase of sites for locks and dams, Is recommended. This Hem is necessitated by the fact that the change la the scheme of ' csaallsa- tion from three locks to two locks as recommended by the last visiting Board of Engineers, requires the pur chase of sites other than the ones previously purchased. The House of Representatives has never before taken the tnitatlve In recognition of the Upper Cape Fear project It has been the Senate that added the project to the Rivers and Harbors bill after it came from the House. " ' . Senator Simmons has given his posi tive assurance that the appropriation that the engineers recommend for the canalisation will be added by the Sen ate, and made by Congress in its en tirety. He saya the project is of such tremenduous importance to the State, which is lossing over 13300,000 annu ally by the delay, that It must go through at this session. Washington correspondence of the Raleigh News and Observer: "The Rivers and Harbors bill as agreed upon by the House committee, gives the usual appropriations for maintenance of work already under taken in North Carolina and recogni ses several new projects, but does nothing substantial for the big water development schemes projected for the State. There was ample reason tor this non-action by the House pow ers that be. "The thirty toot channel for Wil mington also failed to receive recog nition in the bill because the report on the project authorized by the last Congress has not yet been completed. However, a two hundred thousand dollar appropriation for continuation A the present work - of main tenance at and below Wilmington u provided, the project for aa eight foot bannel between Wilmington and Fay- eUevnie Is recognized, in the bill to he extent of a ten thousand dollar ppropriation for the purchase of tea for two locks and dams. This zi oa by the committee Is highly 'leasing to - Representative ' Godwin, who says It commits the House to ; is Upper Cape Fear project which ill require the expenditure of $615,- -J0 to secure the eight foot channel. :"3enator Simmons, by virtue of his itoeitkm on the Senate Committee on Commerce, will be able to provide to in even greater degree for North Carolina's river and harbor projects when the bill goes over to the Sen ate. Thd following are the two Cape Fear items: - ""Improving Cape Fear river, above Wilmington continuing Improvement with a view to securing a navigable lepth of eight feet up to Fayettevlle oclnding surveys and acquisition of .and for sites for locks and dams and completion of plans for the same In accordance with the report submitted to the sixtieth Congress, first ses sion, $10,000. ' - Improving Cape Fear river at and below Wilmington continuing im provements to such depth in excess ol twenty feet as thq, ap propriationa for work may permit, due regard being given to the difference in tidal oscilla tion at the upper and lower portion of the improvement, $200,000. Out of a total appropriation of $40, 000,000, North Carolina Is entitled to J 2,000 ,000, and only gets some $300,000 from the House, $200,000 of this being the usual appropriation made in each btn for the work of dredging the Cape Fear below "' Wilmington. ' Senator Simmons, will undoubtedly see that out State gets It' sjust share of re cognition.
