District passenger Agent Wood, of Southern Railway, was in town yesterday. ' Mr. Wood commented on the great number of visitors here and remarked that the second section of No. 9, yesterday, practically unloaded here. . Mr. Wood says the Southern's pas senger traffic is being handled in better shape this year than . ever before, and thinks all the resorts in the mountains have record breaking crowds this season. . He notices an increasing ten dency on the part of the people to get further back into the mountains, but observes no les sening in the people who prefer the towns. Charges per month ' for water shall be. as follows: For the first 1250 gallons or part thereof, a flat rate of 31 cents; For the second 1250 or part thereof 25 cents per 1000 gallons; For the second 2500 gallons or part there of , 20 cents per 1000 gallons; For the second 5000 gallons or part thereof, 15 cent's- per 1000 gal lons; For the second 10,000 gal lons or part thereof, 12 1-2 cents per 1000 gallons. 4th. Bills for water are render ed monthly on the last day of each -month, and if paid between the 1st and 10th day of the suc ceeding month, are subject to a discount of 20 per cent; after the 10th no discount is allowed and f not paid by the 15th of the month water service will be dis continued. 5th. Wnen . bill lor water is due, and unpaid for fifteen days after rendition thereof, water service will be cut off, and a fee of $1.00 (for reconnection) in ad dition to amount due for water supplied will be collected before water can be turned onj (It is a misdemeanor for others than the town authorities to turn water on;) 6th. The basis minimum of 25 cents net per month will be charged until service is ordered discontinued. A fee of $1.00 will be charged when service is again restored. 7th. Patrons who sign contract for meter and water supply will be held for meter and water sup plied under their contract. All differences between landlord and tenant must be settled by them and not by the town. 8th. All bills must be paid . to R. M. Oates at the office of the Hendersonville Light and Power Company, or if mailed addressed to him. Bv order of the Board of Com mission ers of Hendersonville, N.( fruitiand Institute Opens. Fruitland Institute opened Tuesday August 10th, with the largest enrollment at the be ginning of the term in the his tory of the school. The day pupils have come in unusually promptly and both the boy's and girl's home are almost filled with students trom this state and South Carolina. Special exercises were held the first day. The chief feature of the occasion was a most power ful address delivered by Rev J G. Hughes, of Hendersonville, on "Education as a Factor in the foundation of Character." He held the closest attention of his large audience, while in his de lightful delivery he made clear what is meant by Education, and what by Character. The various influences of education and school decipline. He proved that self-control is the keynote of character building. Personal contact in school life is also a revelation of personality in itself. The climax of his speech was spiritual power and influence. After Rev. Hughes address short practical talks were made by Prof. Shitle, Superintendent ofPuolic Instruction, Mr. D. S. Pace and Mr. R. M. Prefor. Dinner was then announced and all present were cordially in vited to partake of the bountiful dinner spread on the tables -beneath the stately chestnut trees on the ; green campus. The afternoon was spent jn social en joyment, and just as the sun sank from view behind xthe mountains the crowd dispersed with the sentiment, "Long" live Fruitland Institute," deeply en- j graved on their hearts.
