sand men. The Peruvian consulate and
private residences were also attacked.
The government shields on the offi
cial building were torn down and win

The counter revolution in Germany
appears to have reached the end of
the road. There is a strong probabil
ity that shortly one government will be
in control and that President Ebert
will come back to Berlin with his min
isters.
A revolt has broken out among sev
eral units of the Japanese troops in
Siberia, according to a wireless dis
patch sent out by the Soviet govern
ment at Moscow. The soldiers rip
ped off their shoulder straps and sub
stituted red straps.
It is reported that the Japanese gov
ernment is taking stern measures to
squeich the Communist movement in
the Nipponese kingdom.
Advices received in Amsterdam in
dicate ihat the Dutch government will
take no chances with the former kaiser
of Germany and his son, the crown
prince, and has increased the guard
around the former emperor's retreat.
It is stated that the former crown
prince of Germany is watching all re
ports from Germany with the closest
interest. However, the prince's aide
lie camp announces that the prince has
no connection whatever with the rev
olution now in progress.
The British and French governments
have notified Prince Feisal, son of
the king of the Hedjaz, that they can
not recognize the validity of the de
cision of the Damascus congress,

The assassination of 27 police and
government employees in Ireland

Income and excess profits taxes can
not be reduced until after 1922, Sec
retary Houston wrote to the house
ways and means committee, urging an
immediate simplification of these
taxes and substitution of a flat tax
on excess profits instead of the grad
uated rates of 20 and 40 per cent.
The United States by 1924 will have
a navy equal to any in the world if
the program outlined in the appropria
tion bill, formally reported to the house
is carried out. This is in spite of the
big reductions made in the recommen
dations. Under present program the
United States will have 47 fighting
ships of the first and second line, as
compared with sixty of Great Britain,
Chairman Butler of the naval affairs

because in the framing of the consti
ution of the United States, the war
making function was delegated' to con
gress, but the right to terminate war
by the negotiation of a peace treaty
was vested in the chief executive.
"My opinion is that the framers of
the constitution acted wisely in that
respect, for, while the declaration ol
war requires action by but one part to
the conflict, there must be negotia
tion and agreement between both par
ties when peace is effectuated.

Wants Divorce from Duke

Consuelo Vanderbilt, for a decree for
the restitution of conjugal rights, was
granted by the court. The petition of
the duchess is the usual premilinary
to divorce in this country. The court
orders the decree to be obeyed within
