Now the question of taxing is a serious one, when we realize that the power to tax is authorized by law but that same law only gives the pow er to tax sufficient to run the nec- essary expense of the state, county or municipality as the case may be. When every dollar taken as tax should be for a necessity, and if not a necessity, then it is wrongfully taken, and now it can be seen what I meant in last issue when I said we are paying too much overhead ex penses and too much salaries, for in many cases it is not necessary to pay as much salaries as we are paying, for there are others who would take any of the jobs, like Supt. of Schools, teacher and other positions which might be mentioned, for less money, and therefore the whole thing Is wrong and in a sense illegal. The state has no money and its only source now for revenue is from the taxes levied, either direct or in direct and from this it will be seen that the taxpayer is the stockholder in the state, county or municipality in which he lives, because he must furnish the funds with which the state, county or municipality has to do business; that is, to run all public enterprises or expense of the govern ment. If these are held down to nec essities and the money spent eco nomically then the government will succeed and the stockholders —the taxpayers—reap his reward or divi dend on his investment or stock paid in as taxes, but if there is extrava gance, misrule or bad management then the people mourn and the great structure called the state suffers. And yet for the last ten or fifteen years taxes in the county have gone up from 25 to 100 per cent. Twenty years ago in this county the total taxes was from $25,000 to and this year's tax in the county, we are told, is about $350,- 000 and has, for years been increased SIOO,OOO and more, and yet the county today is in debt apparently for all that we have, including roads, school houses, bridges and other im provements. So it would seem that we have come to the parting of the ways and something must be done. ! And I must confess that Ido not j know but one remedy, and will sug i gest it here and now and with it will i close this article. It is this: All the I tradesmen and professions are organ ; ized, the lawers, the farmers ; the mechanics, doctors, teachers, brick j layers and in fact every craft, except the taxpayer and the remedy is, as ! I see it, for the taxpayers to organ ize a Taxpayer's Association and then ! they can fix salaries of every one in the employment of the state and ; county from constable to governor, land not only so, but say what ap ' propriations shall and shall not be ! made. And why not, for it is the ' taxpayer that supports all and why not fix the price or salary for each i servant of the state? So let's organ ize and get down to business and ' something will happen.
